Every Morning you have to look at the realms status list. This will summon the canges the regions have gone trough during the turnchange. At the beginning of this list you will find a message that sais the situation of your b-workers. If you have to many you will know it trough there.

How should I position my bureaucratic workers to have maximum effect?

Every morning you have to look at the realms status list. This will summon the changes the regions have gone through during the turn change. At the beginning of this list you will find a message that shows the situation of your bureaucrats. If you have too many, you will see it through here.

The best way to maintain your realm is to have the ruler create a message group for you and your bureaucratic workers. (You can also have one of the region lords create a guild that all the bureaucrats can join. This is especially useful if your realm does not have a spare message group to use for bureaucrats.) Then use your Judge Bulletin to make a clear list of the regions and next to that list, a list that will tell the bureaucrats where to be.
