Greetings. SMA enforcement is meant to be done first by the players, then by the ruler, then by the Titans, as you surmised.

Usage of game-mechanic terms such as "CS" or "turns" or numbers of prestige and honour is, indeed, against SMA, though it's not something I would generally seek to ban someone for, unless they persistently and rudely refused to stop using them. The first thing to do is certainly to remind them, privately and OOC, that it's against SMA, and ask them politely to stop. I have been doing so myself as I notice people doing it, but I'm only one person ;-)

If they refuse outright, or keep doing it after being asked a couple of times, please bring it to my attention, and I will give them a final warning before taking sterner action. Note, though, that (aside from the obvious things like the game-mechanic terms) many violations of SMA can be debatable, and if they can provide a reasonable explanation that you think your character would understand and accept for their words or actions, it may be worth reconsidering whether it is, in fact, against SMA.

If you think *I* am violating the SMA (or another Dwilight ruler is), then your duty is to first tell me so (in case I'm doing it without thinking, which happens sometimes), and then, if I do not stop, report me to the Titans. Don't tell me you're going to report me to the Titans: never tell anyone that you will report them to the Titans if they do (or don't do) something; that is considered an offense also worthy of reporting to the Titans. Just say, "I believe that this thing you have said or done is against SMA, and this is why."
