An imperial region is a realm's region that belongs to no duchy, usually because the duke has recently stepped down and none has come to replace him yet. It's harder to control than a region who belongs to a duchy.
An imperial region is a region belonging to a realm, that is not aligned to a duchy. This commonly occurs when a region has recently been taken over by the realm, and a new lord has not yet had time to align the region to a duchy. It can also occur when a government member is appointed or elected to the lordship of a region. Since the region does not belong to a duchy, imperial regions do not gain the benefits of more effective police work and civil work from nobles doing work within their duchy.
