Improperly holding govt. office

'Should a majority of votes cast (with the recusement of the member in question) be in favour of removing the council member, he or she is expected to resign immediately. Should the council member not resign, he or she will be guilty of the Minor Treason of Improperly Holding Government Office.'

Why add this bureaucracy? Simply remove the council member. I'm not sure I could conduct a trial of Minor Treason for Improperly Holding Government Office a) without running out of capital letters and b) keeping a straight face.

A proviso should be added for the elected offices, as the council is not empowered to remove them (only the nobles at large can, either via protest or election). Aquitaine

Emergency Powers

There is no precedent for emergency powers given to the Prime Minister, and no historical basis to add any. What possible circumstances would warrant this? Aquitaine
