Edict 1: The Astroist Creed is sacrosanct.

Edict 2: Any member of the Elder Council may propose an amendment to this Charter and call for a vote on it; any other member may "second" the motion by also calling for the vote. Once a vote has been called for a proposed amendment and seconded, the remaining members of the Elder Council (consisting of the Prophet, Regent, Lights, Luminaries and Consuls; the Special Regent Representative is not a voting member) will each cast one vote either for or against the proposal (the calling and seconding Elders are considered to vote in favor of the proposal). A proposal may only pass and be added to the Charter if it receives at least 7 votes in favor (2/3 of the seats on the Elder Council excluding that of the Prophet, rounded up) and fewer than 4 against (1/3 of the seats on the Elder Council including that of the Prophet, rounded up) within a five-day period beginning from the seconding of the proposal. A vote does not supersede discussion on an amendment, and an amendment may be proposed again later (but may not be changed during the course of a vote).

(Edict 2, in depth: The reason for the number 7 is to prepare this Church for the future, as we will not always have the Prophet with us and we may not always have a Prophet; there are also times when the Prophet secludes himself to meditate and seek a new Prophecy. As such, our Charter must prepare us for a time when the Elder Council numbers 10 instead of 11. The Edict also states how it will change if at some point in the future the number of seats on the Elder Council is changed by amendment to the Charter)

Edict 3: This Edict will contain the role and powers of the Regent.

Edict 3a: This Edict will contain the procedure for the selection of the Regent.

Edict 3b: This Edict will contain the procedure by which the Regent may be divested of his/her Office.

Edict 4: This Edict will contain the role and powers of the Office of Auspicious.

Edict 4a: This Edict will contain the role and powers of the Office of Austere.

Edict 4b: This Edict will contain the role and powers of the Office of Maddening.

Edict 4c: When the Office of a Light is vacant, a replacement will be chosen from the priests within the Office of that Light (Invocators of the Open Hand for Auspicious, of the Cup for Austere, and of the Sword for Maddening) and that Office's Luminary (if the Luminary is a priest). Any ordained priest may nominate any other priest for candidacy or themselves if so desired; this procedure will last for five days or until all priests below the rank of Light have either been nominated or refused nomination. Once the nomination period has ended, a voting period of five days will begin; each ordained priest of the Faith may cast one vote for a candidate of his/her choice, sent to the Elder Council; the candidate with the most votes will become Light.

Edict 4d: This Edict will contain the procedure by which a Light may be divested of his/her Office.

Edict 5: The Luminaries are the chief agents and helpers of the Lights. Each Light may appoint one Luminary, whose appointment must be reconfirmed by the following Light; if it is not, the Luminary will be removed from office. The authority of the Luminary stems from that of the Light, and they have that power and authority which their Light grants them, within their Office's purview.

Edict 5a: This Edict will contain the procedure by which a Light may divest his/her Luminary of his/her Office. It is no small thing to remove one's Luminary, and it should not be something that is easily abused.

Edict 6: Consulate elections will begin on the first day of Spring of every second year. Starting at dawn on the first day of Spring, a five-day "announcement period" will begin; during this time, any who wish to be considered in the elections must announce their candidacy to the full members of Sanguis Astroism and may advocate (and request advocacy) freely both in public and in private. Once the announcement period ends, a five-day voting period will immediately begin, during which all advocacy must be public. Each full, non-elder member of the Church (except the candidates, who may not vote) vote by sending the name of three candidates in order of preference to the Elder Council; these ballots will be weighted as 4 votes for the first candidate, 2 votes for the second candidate, and 1 vote for the third candidate. At the end of the voting period, the votes will be tallied by the Elder Council and the three candidates who received the most votes will become the Consuls.

Edict 6a: No more than one candidate per realm is allowed; if more than one of the Faithful of any given realm wishes to participate as a candidate, it is suggested that the realm in question hold an intra-realm election prior to the Consulate election to determine who the candidate will be. If more than one candidate from a single realm present themselves then only the candidate who receives more votes will be considered.

Edict 6b: If at any time there are fewer than three Consuls, an election will be called by any member of the Elder Council within three days of the seat's vacation to fill the remaining seat(s); the announcement period begins immediately once the election is called. The procedure will be the same as for the ordinary Consul elections, with the following exception: if there is one empty seat, then votes are made by sending the name of a single candidate to the Elder Council (which will be weighted as 1 vote for the candidate), and if there are two empty seats, votes are made by sending the name of two candidates to the Elder Council; these ballots will be weighted as 2 votes for the first candidate and 1 vote for the second candidate. If all three seats are vacant then the voting procedure will be as normal.

Edict 7: Any power not explicitly granted to the Elder Council by this Charter is implicitly granted on the condition that a vote in favor of the proposed action following the procedure detailed in Edict 2 passes; this vote need not modify the Charter.
