Licenses

To operate in a location, a license has to be acquired. Licenses have an initial fee, a renewal fee and a renewal period. That means it costs an amount X to get the license, and then an amount Y every Z days to keep it. All these values can differ from location to location, though clients should calculate some mean value (e.g. "gold per year" to make comparison easier for the user).

Characters

Characters can be bought and sold between players. All sales are open market, i.e. the seller sets a price and thus opens the sale, and the first comer to pay the asked price gets the character. It is not possible to restrict sales to specific other players.

There are also NPC traders who will always offer a small amount of random beginners-level characters so there is always a supply to buy new characters from, especially for new players.

The NPC traders will also buy up any characters offered for a price half of the market value or less at random intervals, so that players can "get rid of" characters they don't like any longer and can't find buyers for, either.
