I don't see any harm in allowing magic within the realm as long as people do not cast hostile spells against our own.

People should also refrain from harassing foreigners with magic as well unless we go to war.

The Arcane Regulation Act ensures responsible and peaceful use of magic in Luria Nova. Its key provisions include:

1. No hostile magic against fellow realm mates.
2. No hostile magic against Lurian regions.
3. No hostile magic against non-hostile realms.
4. No hostile magic against other realms without Radiant Council permission.
5. Minimum 500 gold fine for violations.
6. Minimum 1000 gold fine for repeated violations.
7. Minimum 2000 gold fine for continued disobedience.
8. Breach despite three fines results in banishment.

This act promotes harmony, security, and responsible magic usage within our realm.
