I write to you with an important announcement from the Radiant Council. The Arcane Regulation Act, proposed by the House of Lords and voted by the Lords of the Ascendancy, has been approved.

This legislation aims to regulate the use of hostile magic scrolls within our realm. It is crucial for us to foster an environment of respect and cooperation, not only among fellow realm mates but also towards friendly and non-hostile regions. As a result, the use of specific magic scrolls will be restricted.

The following scrolls have been identified as hostile and are subject to the new regulations:

• Accident
• Curse of Rust
• Decay
• Fear
• Hammerfall
• Pain and Suffering
• Panic
• Splash of Acid
• Summon Undead
• Summon Monsters

On a positive note, you are still permitted to utilize any non-hostile magic scrolls as you see fit.

To ensure compliance, a structured system of penalties has been put into effect. Initial violators will be issued a minimum fine of 500 gold. Should anyone persist in their defiance, they will face a minimum fine of 1000 gold as a consequence of their actions. Repeated violations will carry a minimum fine of 2000 gold. Failure to pay the fines or continued violations will result in banishment from the Ascendancy.
