Basics

A referendum is a vote among a group of characters that the game engine will track and evaluate.

Votes run for a certain number of days and everyone invited can vote, including a choice to abstain. Votes not cast count as abstentions for game-purposes, but will be displayed as "not cast" in the final tally.

Majorities

There are various majorities that a referendum can require to pass:

simple
The default is simply more votes than any other choice. The top option will win.
absolute
At least 50% of the votes cast. The top option can fail to win the referendum if it gets less than half the votes cast. So if there were 50 voters and 40 cast a vote, the top option will need at least 20 votes to win.
qualified
At least 50% of the possible votes. This is similar to the absolute majority, except that abstentions and votes not cast count towards the required limit. So if there were 50 voters and 40 cast a vote, the top option will need at least 25 votes to win.
two-thirds
At least 2/3 of the possible votes. As a qualified vote, but with a higher requirement. So if there were 50 voters and 40 cast a vote, the top option will need at least 34 votes to win.

Votes

There are two different ways in which votes can be counted:

equal
Everyone has one vote.
representative
Lords vote for those beneath them. A referendum to the lords of a realm gives each lord as many votes as he has knights (plus one for himself). A referendum to the dukes gives each duke one vote for each lord or knight in his duchy (plus one for himself).
This is a very common voting method especially for referendums with actual in-game effects, which also means that having knights equals having political power.

Choices

There are three different set of choices for referendums:

yes or no
A simple choice between a "yes" or a "no".
a character of the realm
voters can choose one of the your realm's nobles.
a region of the realm
voters can choose one of the regions your realm controls.
