Regressing Values

Some fame values are regressing, which simply means that they will build up over time and also fall over time. For example, your Rulership fame will grow while you are in power, levelling out at a value determined by the size of your realm. If you are no longer in power, it will start to fall until levelling out near zero, but never quite hitting zero as people continue to remember you once were in power.

Regressing values are defined as something measured "over time" in the tooltip description.
