'Should a majority of votes cast (with the recusement of the member in question) be in favour of removing the council member, he or she is expected to resign immediately.

Why add this bureaucracy? Simply remove the council member. I'm not sure I could conduct a trial of Minor Treason for Improperly Holding Government Office a) without running out of capital letters and b) keeping a straight face.

Improperly holding govt. office

'Should a majority of votes cast (with the recusement of the member in question) be in favour of removing the council member, he or she is expected to resign immediately. Should the council member not resign, he or she will be guilty of the Minor Treason of Improperly Holding Government Office.'
