THE REPUBLICAN CHARTER

(proposed constitutional charter of the Meridian Republic)

1. The Senate has the authority to create laws that are binding for all nobles of the Republic, regardless of title.

2. The Senate is comprised of the lords of the regions of the Republic.

3. Vacant Senate seats will be voted upon by referendum within the Senate, and the winner by simple majority will be appointed lord.

4. Proposals before the Senate will be voted upon by referendum and will become law if passed by a simple majority of Senators.

5. Senators cast votes in a representative manner, with a number of votes equal to the number of knights in their service, plus themselves.

6. The Prime Minister shall chair the Senate and arbitrate procedural disputes. If a referendum vote results in a tie, the Prime Minister will submit an additional vote to resolve the tie.

7. The Grand Justiciar, Minister of Finance, and General, if they are not already a Senator, are granted non-voting seats in the Senate to present and debate proposals.
