:27-11 ay? That seems to be only half the realm to me actually. If this is a true democracy shouldn't at least 3/4 of the  realm vote? But thats right, 27 for votes (Avamar), 11 against votes (radical Avamarian/Oligarchian and the odd loyalist Kalmarian) the rest who haven't voted are ones who fear persecution or ridicule.
