The Grand Constitution of The Empire of Drachenwald
The Tyrant
The Emperor is allowed unlimited freedom in Foreign Affair. He is the Commander in Chief of the Military. In domestic affairs, his power is limited. He may make new laws only with the Judge's approval. He may not order the Judge to Ban people.
The General
Commander of military matters. May order movements, attacks, and other actions necessary to the wise exercise of his duties.
The Judge
The Judge is the head of all judicial matters. He may interpret the laws and pass judgment on infractions.
The Banker
He holds authority for all economic functions of the realm. He set up taxes and controls the trade and the food support. The financial well-being of the realm is his responsibility. However for any changes in tax rates or major changes in the food supply chain he must discuss first with the council. He may make laws concerning commerce, subject to the approval of the Tyrant and Judge.
The Council
The Council may declare a State of Emergency only with a unanimous vote. During such time, the Tyrant is given enhanced authority over internal matters.
The Noble
All Troop Leaders have Freedom of Speech internally, Freedom to Swear to any Leige, and Freedom of Internal Movement during peacetime.
Duels
Nobles have the right to settle arguments and disputes through duels. Duels to the Death, however, are illegal, as is dueling in a combat zone.
Lawful Removal
Any official may be removed from office by the Protests of Troop Leaders. No person may be punished judicially because of protest, unless reasonable objection is not given.
