It is illegal to create a new religion. But that does not mean that it is illegal for nobles to become followers of foreign religions. Faith is a personal matter; you cannot be forced to become a follower of Darkanism. However founding a new religion would oppose our Church and that is not accepted, at least its not without extended discussions first.
