This properly belongs under the hierarchy for the city of Outer Tilog, not as part of the realm of Outer Tilog's hierarchy. i.e. put it in Colonies/Outer Tilog.
I would've moved it myself already but I'm not familiar with the formats and lack the general wikiknowledge to make the page myself, which is part of why I moved it here Murakama (the other part being that the note Recluse had on the top of the Outer Tilog realm page made it look like Giblot had successfully taken over the realm rather than just the city and I wanted to make it clear for new players that Outer Tilog hasn't been beaten quite yet)!
