Charter for the Kingdom of (Insert Name)

Preamble

In order to provide the stability of leadership in foreign diplomacy and a guiding hand at home, a King shall rule (Insert Name) in the form of a Monarchy. However, the Senate will be a check on the power of the Monarch and have final say in matters of internal politics and primary advisors in matters of foreign diplomacy.

Ruling Council

The Monarch shall be elected once with a single vote by all nobles.

The General shall be appointed by the Monarch, but is selected by the Senate. Failure to seek ratification of the choice of General is grounds for removal of the Monarch, unless given special permission by the Senate. (The General is not elected in order to provide stability of the military hierarchy during war time)

The Banker and Judge shall be elected monthly by the nobles with each noble receiving a single vote.

No member of the ruling council may hold a ducal seat unless given prior permission by the Senate. Lordship positions are allowed.

Senate

The Senate shall be made up of every lord of the realm, plus dukes if they are not lords, and all past and current monarchs of the realm. Every member of the Senate shall receive a single vote in political decisions such as but not limited to: ratification of the general, voting on new laws, voting on internal decisions, and ratification of foreign diplomacy negotiated by the monarch or the realm’s ambassadors.

Lordship and Ducal elections

Vacant Lordship and Ducal seats shall have elections that operate independent of each other. Each election shall operate via a representative vote by the lords of the realm.

Dukes may hold lordship seats, but Dukes do not need to be Margrave of a city, and City Margraves are not guaranteed a ducal seat.


Powers given to the Monarch

  • The ruling Monarch is given primary negotiating ability and authority with foreign realms and nobles.
  • The ruling Monarch is to seek advice from his ruling council and the senate in matters of state, but has final say on matters of foreign diplomacy.
  • The ruling Monarch shall seek to guide and lead discussions within the Senate as needed. The Monarch is to bring issues of import that he learns of before the Senate and help to mediate discussions that are brought up by others.

Limitations placed upon the Monarch

  • The ruling Monarch shall not hold any lordship or ducal posts unless given special approval by the Senate.
  • The ruling Monarch may not make appointments to ducal seats or lordship positions without prior approval of the senate.
  • The ruling Monarch must receive final approval of treaties with foreign parties by the Senate before signing.
  • The ruling Monarch shall be considered first amongst equals when it comes to internal politics and discussions within the Senate. This means that a Monarch’s word is not the end all when it comes to internal political discussions within the Senate. The Monarch must respect the will of the Senate in these matters.
  • The Monarchy is not hereditary. Replacement monarchs are to be elected without regard for relation to previous Monarchs. Emphasis should be placed upon competence, previous contribution to the realm, and demonstrated loyalty and service.

Feudal Hierarchy

Monarch -> Dukes -> Lords -> Knights

Military Hierarchy

Monarch -> General -> Marshals -> Vice-Marshals -> Realm Council members

Note: Should emergency orders ever need to be issued the realm council is empowered to do so.
