ARTICLES OF INDEPENDENCE of the REPUBLIC OF FWUVOGHOR

PREAMBLE

In recognition that all people deserve equal respect and treatment under the law, that the purpose of government is to provide protection for its people, and that the government of Enweil is violating the trust placed by its people to uphold these truths, it is necessary to correct this injustice by establishing an Independent Republic of Fwuvoghor.

ARTICLE I

These Articles of Independence set forth the powers and limitations that bind the government of the Republic of Fwuvoghor. There shall be no law passed that is in conflict with these Articles. These Articles cannot be amended except by a two-thirds majority of the House of Ministers or a three-fourths majority of the citizens of the Republic.

The Code of Fwuvoghor creates a core set of laws which define criminal misconduct and appropriate punishment. The Code is the supreme law of the Republic, and is final should there be any conflict with a lesser law. The Code cannot be amended except by a two-thirds majority of the House of Ministers.

ARTICLE II

The House of Ministers shall be elected every three months by a majority vote of the citizens of the Republic and compose the general administrative body of the government. The House will seat an even number of Ministers based upon the Census of the Republic.

The House shall pass civil and criminal laws, approve declarations of war and treaties of armistace, create and organize a National Militia for the protection of the Republic from foreign invasion, and create and organize an Office of the Treasury to levy taxes and distribute revenues as necessary to fund the expenses of the Republic. All questions before the House shall be decided by a majority vote of its members.

A Minister of the House shall be appointed by the Prime Minister, with the approval of a majority of the House, to direct the National Militia in accordance with the laws and declarations of the House.

ARTICLE III

The Prime Minister shall be elected every month by a majority vote of the citizens of the Republic. The Prime Minister acts as the chair of the House of Ministers and will only vote in case of a tie. The Prime Minister is the head of state of the Republic and represents the Republic in diplomatic affairs.

ARTICLE IV

The Judiciary of Fwuvoghor shall be composed of regional Lesser Courts and a Grand Court. Justiciars shall judge all proceedings of each Court, in accordance with the laws of the Republic. The Grand Justiciar shall be elected every month by a majority vote of the citizens of the Republic, and will preside over the Grand Court.

ARTICLE V

The Republic of Fwuvoghor shall be composed of one or more Provinces, and each shall elect a Duke by a majority of the (Counts) subjects of each district within. Each Province shall create a regional government to provide for local administration. Provincial laws, provided they do not conflict with these Articles or the Code, shall overrule any National Law they are in conflict with.
