Black (or dead) Regions Recovery Guideline

Black region: is when production is 0-10%, they hate you (morale + loyalty = 0-10%)



VERY IMPORTANT NOTE: if the people of a region choose a local lord instead of the one chosen by the duke/ruler etc, accept him as the lord of the region. (in my opinion that it the way gamedesigner battles the hardness of rebuilding black regions by giving you an initial boost so you can start holding just courts) Loyalty is boosted, so let him hold just courts and let the army work on control. Last but not least, set estates the same day (at least authority).
