The New Reformed Government of Avamar

The government will be split into committees each lead by an elected official. Each committee will consist of up to 10 other members (aides) next to the elected official and other ministers. Anyone can apply for a committee position, though it is the choice of the elected official in charge of the committee whether to accept or not. Everyone is allowed to join up to three seperate committees.

The committees are as follows;
• PM, “Foreign Affairs Committee”
• Duke, “Social Affairs Committee”
• Judge, “Judicial Affairs Committee”
• General, “Military Affairs Committee”
• Banker, “Economic Affairs Committee”

Before I go on to how each committee goes about its business we must first re-define the roles of elected officials (and that of the people).

Prime Minister
This person leads the “Foreign Affairs Committee” is discussion. They overview the functions of the government, and insure that everything is running smoothly. This person should have understanding in all aspect of BM from realm histories to military tactica.

Duke
This person leads the “Social Affairs Committee” in discussion. They must strive to create realm unity, from encouraging socializing day to getting people involved in poetry contests. This person should understand Avamarian life and also be involved in realm role-play.

Minister of Justice
This person leads the “Judicial Affairs Committee” in discussion. They must enforce our constitution and laws. This person should know the constitution and the laws of the realm; they must also be creative in emending acts/laws and creating new ones.

Minister of Defence
This person leads the “Military Affairs Committee” in discussion. They are to lead the military; they command the ultimate authority in all military matters. This person should have great understanding of all aspects of war from troop movements to troop settings.

Minister of Finance
This person leads the “Economic Affairs Committee” in discussion. They are in charge of tax rates and making sure we don’t starve. This person must be able to work well with all members of the realm and understand BM economic systems.

The People
Every troopleader including all elected officials are part of this group. They have to follow suggestions, instructions, and orders issued by the appropriate authorities. It is vital for them to express their opinions even when they are conflicting with the issued orders, but not deny following/implementing them. They can participate directly (on a committee) or indirectly (through elected representatives) in all decisions concerning the People’s Republic of Avamar.


The Committees
The reason for creating these government braches is to make it possible for more people to be involved in the decision making process. As of now we have no organized way to discuss issues within the realm, the only people involved at this time are the council. If we are to be a true people’s republic, we must give everyone the chance to take part in the republic. With the creation of committees, everyone in the realm can get involved with any aspect of the government they wish.

People should not join any committee on a whim, as there is limited room within each committee and members (aides) are to actively participate in discussion.

Ministers are to lead these groups in there overall direction, they are to give proposals to their group to be discussed (just as aides should give proposals to their minister). Depending on the topic little discussion may be needed (just the aides’ acknowledgement of the proposal) or on the other hand, large debates may be needed. At anytime the minister can choose end the discussion of a proposal. Even if all members of the committee agree on the proposal discussion should be held for possible alternative actions.

The Prime Minster is to update there bulletin regularly informing the public of current discussion within all committees.

Once the committee is done discussing and agreeing on a proposal, then they do it. (fix this line)

It would be understandable that the general isn’t going to have time to discuss present every movement order and troop setting. If there are time constraints, it is very much within the power of the elected official to forgo any discussion they see fit.
