It's when you takeover a region which is not at the border of any region of your realm... Then this region becomes a Colony instead of being part of the realm. That's how new realms are created usually. They make a TO away from their realm and then claim on independence. Shoenaemaeh 1 January 2006 10:16 (CET)

Civil/Police Work???
Isn't it true that units cannot do civil or police work outside their own realm? If so, then it's impossible to do it in a region where your realm is doing a TO, right?
