This proposal isn't very feasible. You are suggesting 10 voting members and 2 guardian non voting members. None of them are required to be priests. So in this case you could have 12 non priest elders and then you would have to randomly promote 13 priests to Elders to compensate? SA doesn't even have that many priests.
1 Elder MUST be a priest or the church begins to collapse. Literally you MUST have at least 1 priest only elder rank. --Allison (talk) 21:17, 8 February 2014 (CET)
