The option to create a new duchy can be found in the "politics" tab. A new Duchy can only be created from Cities, Strongholds or Townsland regions which already have a lord in place. The current lord of this region will automatically become the new duke.

After creation, it no longer needs to include a city, stronghold or townsland. Or for that matter, it does not require any regions either. Lords of a duchy can freely pledge allegiance to other Dukes leaving the current one commanding no regions, if the Duke is not well liked.

A duchy (AKA, dukedom) is a polity comprised of a group of regions. I suppose its dictionary description summarizes it:

Duchy - The territory ruled by a duke or duchess; a dukedom

How to Create a Duchy

The option to create a new duchy can be found in the "politics" tab. A new Duchy can only be created from Cities, Strongholds or Townsland regions which already have a lord in place. The current Lord of that region will be the new Duke.
