is not compatible with existing constitution. The Governors vote representatively on the candidates. Meaning their votes can't be equal. (in practice.. because the ingame elections don't really seem to work properly.. it usually ends up with equal votes for duchies) --Fodder 02:17, 16 January 2009 (CET)
