This properly belongs under the hierarchy for the city of Outer Tilog, not as part of the realm of Outer Tilog's hierarchy. i.e. put it in Colonies/Outer Tilog.
I would've moved it myself already but I'm not familiar with the formats and lack the general wikiknowledge to make the page myself, which is part of why I moved it here Murakama (the other part being that the note made it look like Giblot had successfully taken over the realm rather than just the city and I wanted to make it clear for new players that Outer Tilog hasn't been beaten quite yet)!
