the following are OOC background, arguments, etc that needs to be considered and written in IC terms of the constitution.

directives about elections all government positions are elected via duchy representative (RP elections) in general terms. insofar as the duke decides how they come up with the votes in their duchy. the size of which reflects the duchy representatively.

to paraphrase a letter from abbot (original grand doge) to kolya when kolya was made governor of madina and when there was a vacancy for lord purser and only 1 duchy in the republic. "you decide who should be lord purser as you are the one who has to work with him."

eg.. if the governor decide they vote in solid blocks, then it's simple duchy representative. if the governors decide they want to reflect how the lords vote, then it'll sort of be lords representative (bit of a problem if 1 duke decide one thing and the other duke decide another)

in practice... it doesn't work. because elections are bugged and apparently every lord gets an equal vote. that's not counting the problem with people running

hence RP elections are good. because the grand doge can just appoint the winner. it works apart from the position of the grand doge. it doesn't work if someone hasn't got enough prestige/honor to run as that has to be checked manually before the election goes too far (bit silly to elect someone but can't appoint them!) but it's tedious and no one is interested in it generally speaking (tried it). you also need someone to step down willingly if they lose.

the constitution should not mention in detail how all the government positions are decided, as it is subject to change at the whim of the governors (not to mention there are contradictory statements within the draft). bottom line is.. we can't actually fit this government system into the ingame election system. especially if the governors decide different methods.

Landownership/governorship appointments presence of local claim is of 1st consideration, generally, no claim there? forget it. wiki is there to show a noble is actually interested in the job and mostly used to judge claims of similar strength. not everyone uses wiki (even though it's encouraged) thus if the person who does the appointing knows someone want the job (privately or otherwise) but hasn't put it on wiki, that's alright too. eg... sage never wrote on wiki and i was too lazy to make one.. but i knew well before hand that he wants to be governor of madina.. being best knight and all he was appointed. normally those with highest local claim should be appointed... but if they don't express interest, (though the appointee should write to them) then skipping over them and giving the post to wiki claimant is acceptable.

foreign policy yes. though it was something kolya did in emergencies and probably not envisaged as such originally. can't always consult the governors if something cropped up that requires immediate action. especially not if no one is interested anyway. Perhaps written as general policies should be agreed with governors, but grand doges are to use their initiative in emergencies (and face the consequences of course).

black market not certain when that's forbidden. make it forbidden within the realm. if caught outside they face the consequences of their incompetence. foreigners using our black market should of course be fed to the sharks --Fodder 09:16, 16 January 2009 (CET)
