This Sceptre found by an adventurer called Benkos at Beluaterra it's said to have the infused magic of provoquing icestorm at its bearer's will. Probably it's just an icy saying told by an ale-drunken peasant at Firbalt's downtown, but it seems to ring a bell at tax offices.
