As of now, only Section A is an official document (We've had the Code of Laws for ages), the full Constitution did not secure enough support from the Lords. It got support from 10 of the 17 lords. 12 was needed. Perhaps in the near future this Constitution can be ratified. If any Fronenian noble reading this likes the idea send a message to your lord asking him to support it.

The Constitution of the Republic

Preamble:

We the lords of the most serene Republic of Fronen, in order to maintain order, ensure domestic justice, and clarify the nature of our customs do approve and establish this Constitution.

Section A: Federal Code of Laws of the Republic of Fronen:

The Code of Laws describes the activities which are considered illegal. These activities may be punished however the Grand Justiciar sees fit. Any punishment though may be overturned or altered by a two-thirds vote in the House of Lords.

1. All Fronenian nobles must treat each other like the nobles they are. Vulgar language or ignoble action is forbidden. Failure to respect the rights outlined in the Constitution is forbidden. 2. Follow all orders that are given out by your superiors. 3. Looting is prohibited, unless ordered to. 4. Starting a takeover without orders is forbidden. 5. Leeching/ Purposely wasting resources is not tolerated. You are not to sit in Fronepu doing nothing but sending tax gold to your families. 6. Treason is not tolerated. Banishment and possible execution is the normal punishment for betraying your realm. 7. Slander and/or Libel are illegal misdemeanors. 8. Starting any group or organization with the intention to hurt the nobles, citizens, or specific group(s) within these categories is illegal.

Section B: The Rights of the Nobles of Fronen:

1. The right to not be discriminated against on the basis of race, religion, and/or gender. 2. The right to let your voice be heard by the House of Lords and to get a reply from it (in the case of a question) by atleast one member of the House. 3. The right to elect government officials. 4. The right to receive tax gold from your lord. 5. The right to protect your honour, or the honour of your family, region, duchy, or nation by fighting a duel in serious occasions. 6. The right to start any kind of group or organization that respects Fronen and its people. 7. The right to ask for a referendum by your Lord, though he always the last word. 8. The right to have your rights protected by your Lord.

Section C: The Duties and Rights of the Lords of Fronen:

(These Duties and rights Count for only the Local Lords, Dukes have privileges over the Local Lords, Read the next Section for more information)

1. The duty to protect the rights of your knights. 2. The duty to represent your self and your region in the House of Lords and actively commit your self to the House of Lords. 3 . The right to hold a referendum at any time. 4. The right to demand official government elections at any time with a majority of the Lords. 6. The right of veto any decision made by the Prime Minister, Grand Justiciar, or Finance Minister by a two-thirds vote within the House of Lords. 7. The right to abstain from a vote. 8. The right to bring any subject to the attention of your peers and the right to be heard in the House of Lords 9. The right to have your rights and those of the other lords within your duchy protected by your Duke. 10. The right to govern, manage, set and receive taxes from your region, within the margins set by your Duke.

Section D: The Rights and Duties of The Dukes of Fronen:

1.The duty to protect your Duchy and it's regions. 2. The duty to remain loyal to the Prime Minister of Fronen and the government of the Republic only. 3. The duty to protect the rights of your Lords, and respect your Lords’ opinions 4. The right to start any movement, political, cultural, or otherwise within your ducal community. 5. The right to order a “Duke’s Veto.” See Section E for more information. 6. The right to make your own laws within your Duchy, provided that they are not in conflict with the Federal Code of Laws. 7. The right to appoint any noble as Lord of any region within your duchy. 8. The right to have your rights protected by the Grand Justiciar and the Prime Minister.

Section E: The Duke’s Veto

The Duke’s Veto is an important, but limited power given to the Dukes of Fronen.

1. The Duke’s Veto allows a Duke to overturn any government decision. 2. A Duke’s Veto can be called at anytime, by the Duke sending a message to the realm stating “I use my power of Duke’s Veto to…” 3. The power cannot, under any circumstances be used to overturn decisions made by the House of Lords. It can only be used to stop decisions made by members of the council (Ruler, General, Judge, Banker) alone. 4. If a Duke uses their Duke’s Veto power against a council action, said action must cease as quickly as possible. 5. If there is disagreement with a legitimate Duke’s Veto, there is one way to nullify it. The House of Lords can hold a vote on whether or not to uphold the veto. If a veto is to be nullified, two-thirds of the House must agree to take that action, otherwise the Duke’s Veto will stand.

In this way, rash government actions can be stopped quickly, but the Dukes do not gain unchecked power.

Section F: Amendments to the Constitution:

In the future, should the contents of the Constitution prove insufficient to achieve the goals outlines in the preamble of this document, amendments may be made to it. These amendments are to be written and submitted to the House of Lords for approval. From that point, the bill may be ratified by a two-thirds vote in the House of Lords. After being ratified it is the duty of the Grand Justiciar to add the approved amendment to the Constitution with the utmost celerity.
