"Lords, I do not object, but wish to say that an order of the type we speak, one united in honor, is already in existence. I speak of the Guardians of the Flame, and, if I may, the oath taken at initiation is as follows:

"I swear to fight for justice, for those who gain power dishonestly hold no power over me.
I swear to fight for honor, for those who would hide their faces from their enemies hold no respect from me.
I swear to fight for education, for those who would withhold or reject information will find they know less than me.
I swear to fight for tolerance, for those who persecute needlessly could learn much from me.
I swear to fight for civility, for those who slander and reject discourse have much to hear from me.
I swear to fight for patience and logic, for those who act rashly and passionately have no support from me.
I swear to fight for the common people, for those who act as Gods will not be worshiped by me.
I swear to fight for understanding, for I will not die for a cause misunderstood by me.
I swear to fight for fairness, for no man inherently deserves less than me.
I swear to fight for brotherhood, for all men bleed and sweat like me.
I swear to fight for love, for without love there is only darkness and suffering and death to me.
Thus I burn a flame inside my heart, which I can not deny or extinguish, for I can see those now that smother my brethren and my flame shall burn like a beacon against them."

Ciann stood and swallowed a bit.

"Because that oath is too long and too broad and flowery. I appreciate ritual, but much of what is said there is in excess of what is needed and alludes to things which are either untrue or metaphors each will think differently on. If I may I shall point out the ones which grabbed my attention so."

"The fight for education, while laudable, is meaningless in this fight."

Perhaps I lack an appreciation for such finery, but this order will be scarce needed and when it is called upon there will be no time for plumes and pretty baubles. I am sorry if I offend, but I would be remiss if I were to hold my tongue on this."

Finishing her speech she adjusted her leggings and sat back down.

Jenred looked over at Guy.

"Did the Guardians of the Flame act when Tony declared himself a god? Did it act when there was burning, rape, and mass murder in Arcaea and Cathay? Are there specific requirements for the Guardians to march against those who violate a code of conduct? No? Then the Guardians of the Flame, while a laudable organization, is insufficient for our purposes."

Jenred settled back, looking to Iceberg, Selene, Thain, and Erandi to see how they responded.

Caim nodded his assent.

"If you are a member of this Knighthood, Ambassador Guy, then you are the first and only notable member of it I have ever heard of. Besides, we need something which has been made in the spirit of these negotiations. If I remember correctly, the Guardians of the Flame are originally a Zonasan guild and their domination of the Order would overshadow the aims we have here today. I agree with King Jenred and the others on this."

Erandi rose.

King Jenred, Honored nobles,

The Guardians of the Flame has long been a pillar of Zonasan society. Although Zonasa's connection with the Guardians is strong, they are far from being one in the same. Even though I hold most honored positions within the Principality, I am but an aspirant to the guild. Therefore, as to why the Guardians did not act when Tony declared himself a God, I cannot attest.

I must digress a moment to address a most unfortunate reality. I am most regretful and admittedly ashamed that Zonasa had no knowledge of the passionate histories presented here today by King Jenred. To my knowledge, this news and evidence of other such savageries never reached Zonasa, although rumors certainly existed. While many of us in Zonasa despised Tony Soprano and his deceiving kin, Donatel'O Soprano, there was little legitimacy to any grievance Zonasa could air against Soliferum and her puppet realm. Yes, Zonasa was coersed into conflicts she did not desire out of loyalty to an alliance that had long been corrupted, but this pales in comparison to the savage atrocities commited against other realms. For this ignorance I must apologize profusely to the King of Arcaea, and hope that if nothing else, this League will serve as a forum of enlightenment across the continent, hopefully rising above the passionate mudslinging that so often brings out the worst in any noble.

As to Zonasa's position upon the guild, I will state again that Zonasa reserves the right to determine for herself if she will march to war or not. I have commanded armies to march to wars that Zonasa did not believe in before, and now that the Principality has freed herself from such a compromised position, I will not see her return to the same. However, the rest of the proposed is agreed. If Zonasa is in agreement with the rest of the continent upon a universal threat, she will unite with the League and work within an agreed upon military structure to the best of her abilities.

As to the code of honor, as it is already embedded in our culture, Zonasa lends her complete and utter support. I do not take issue with having two guilds that simultaneously promote similarly honorable and noble goals, to the contrary, I believe it should be encouraged.

I regret that Zonasa's opinion on these matters cannot be as simple as an aye or a nay, but if the League is to be given proper legitimacy, it's creeds must be given proper consideration and discussion.

Iceberg listened as the realms of the Far East voiced their support for the formation of a guild to enforce some heretofore undefined guidelines for the conduct of warfare, and how to determine a vital threat to the way of life that they all have known before it is too late. Some mention of the terrors of Beluaterra, and the horrors of the Capo Tony, had been made...

His eyelids closed for just a blink before he caught himself. Perhaps this would be his last goblet of wine for the evening. He realized that nearly everyone else had voiced an opinion on the proposal, and when an opportunity presented itself, he slowly rose from his seat in the back of the hall.

"I cannot guarantee that Ohnar West will be bound by the end result of this proposal, but provided that the agreed-upon oaths and codes adhere to the beliefs of our Lords, it should be ratified by our Republic's electoral processes.

I can speak for Sasrhas, and after such a gathering of famous and powerful nobility, if we can all come to agreement on the specifics, I will certainly house a center for this order in my city."

He sat back down in his chair, swirling what was left of his wine gently... and if you listened carefully enough as he did, you could hear him whisper, "And Sasrhas is Ohnar West."

Edara was tired; it was taking all her will-power to keep her eyes open. Outside the air was crisp with approaching winter, but inside, the press of so many and all the hot breath that they were filling up the room with…sooo sleepy. Discomfort might have contributed as much as will-power to keeping her awake. Who could sleep when they were the size of a small pony? She shifted again in her chair, more fidgety than Ashkeyana. She really wished that everyone would just agree with Jenred so that she could go and sit in a more comfortable chair and talk pleasantly with the friends and acquaintances who had made it to the Conclave.

Lady Ciann got up to address the oath from that guild that had been suggested in lieu of the League. Edara nodded along with her very excellent points. How would a fire burn inside a person, indeed! And who would want such a thing? Metaphorical language was good for speeches and love poetry, but when you swore an oath, it should be something a little more specific. Edara hoped she’d have a chance to visit with Ciann after the talky-talk part of the conference.

A few others spoke, then her attention was as sharp and focused as it ever was on a battlefield. All day she had paid attention when that man had spoken, but now…

Her face was flushed so hot and she struggled to get up. Jenred had said to be nice, but to stand in front of her and say he never knew…

Stupid pregnant belly, stupid uncomfortable chair, stupid court dress, stupid, stupid, stupid…

The firm hand on her shoulder pressing her down wasn’t helping.

She glared at Finn who was doing a comical jig keeping her pinned and trying to attract Jenred’s attention at the same time without interrupting the current speaker. He leaned over and hissed in her ear.

“No, no, no, Milady, no, no, no! By all the Aenil, stay in this chair! Do the calm breathing! The counting! The thinking of cool meadows and storehouses with simple locks! Just please…do not speak. Think of His Majesty…”

Edara slumped, looking over at her husband. She wouldn’t spoil his conference for the world He had worked for years to bring the people in this room together. As much as she wanted to get up and rage…it was not the time or place, blast it. She swallowed the insult and closed her eyes for a moment.

Proper oaths were very specific.

Jenred noticed Edara and Finn...And praised Onias with all his heart when she did not speak. He had...A similar, though better controlled reaction to Erandi's speech, and none watching the King of Arcaea would have seen anything other than a smile of contentment as he watched realm after realm step forward to agree, at least in principle, to this new island-wide order.

He could afford to smile, after all. He had never forgotten Zonasa's march north, nor the dismissive insults to his wife, but this was neither the time nor the place. Zonasa's time would come, but not here, not now.

"Assuming there are no objections from C'thonia or any others, then shall we move on to the exact oaths members of this new order should swear? I have nothing against poetry being involved at some point, but I believe the basics are: First, all members would swear to never order or allow the burning of food stores or crops, murdering, raping, or burning of homes. Incidental casualties while conducting other forms of looting are lamentable but will not be condemned. Second, if another performs these actions, all members will band together against those who violate this code, and in the face of repeated, sanctioned, or severe violations will march along with whatever armies they can muster to put an end to these barbaric actions. Third, in the event of an island-wide threat such as another Tony or an Invasion, all members will march along with whatever armies they can muster to put an end to it. Fourth, the Paladin Commander of the Order will be a temporary position chosen from the members of the realm most injured by whatever event calls for military action from the Order, who will have authority over the various armies of the Far East as a General to the Generals. Fifth, membership will be open to all willing to swear these oaths, though voting will be restricted in some fashion by representatives per realm or duchy. Sixth, there shall be at least one guildhouse of the order in each realm."

Jenred shrugged.

"The wording can be modified, of course, to a form more fitting a formal oath, but I believe that summarizes what we have discussed and agreed to, barring the disagreements on how voting should be conducted. The sixth point is my own addition, but it seems a useful requirement."

"That sounds eminently sensible to me and King Jenred;s proposal has my full support. When it comes to voting, perhaps we should do it on the basis of the elders of the order drawing one noble from each duchy - that should allow representation of each realm's size without a single ruler or group of rulers being able to browbeat the League into action where it is not needed."

Jenred shrugged.

"Assuming there are no objections, I think Colasan would be an excellent location. Duke Henri has always struck me as a sensible and honourable man. Of course, as we are all here in Ipsosez, it might be more convenient if Duke Rekhyt were willing to build the first guildhall. In any case, it seems we have three points remaining. First, the specifics of voting. Second, the name of this new Order and various associated matters, such as names for the various positions. And third, Regent Erandi's caveat regarding Zonasa's participation. My suggestion on the third point is that Zonasa be an affiliate, as it were, as opposed to a full member. Zonasans may (and are encouraged to) join, but if they will not be bound by the vote of the Order, I do not think they should be participating in the vote in the first place."

He grinned.

"As for the second point, I admit some preference to the Order of the Hawk, but am willing to listen to other suggestions."

The Hall of Blood and Battle has always been an organization devoted to the safekeeping of these lands, and dedicated to honor. Our ideals are the ideals everyone here has proposed. Instead of founding a whole new organization, we should spread this already established, multinational organization."

Any such previously existing order clearly was unable to accomplish our stated goals in regards to Tony and Conan, and also was originally formed for some purpose other than what we have discussed.

While the central location of the discussed order appears to have settled on Colasan, I will build a hall in Sasrhas once we have agreed on the particulars."

With that, the old man returned to his seat.

"If His Majesty of C'thonia will forgive me: I have the utmost respect for the Hall of Blood and Battle and I have seen its worth on the field on many occasions before. I would hardly accuse it of being idle in a time of need, but I must concur with the other voices here which seek a new beginning, if only for the symbolic reason that this Order must not be seen to favor any one realm. For a similar reason it is probably best that a monarch nominate some among his or her nobles for the higher offices in the Order, rather than assuming those offices themselves, though I would not argue overmuch on that score."

Galiard bowed low to the assembly. "It has been a great honor to be here among you all, good my lords, kings, dukes, and knights. I hope an old man's ramblings have been of some value and not their usual irritant these past days, and while I wish I could tarry, I must continue my travels before returning home. I bid you farewell and hope to see this Order blossom according to its ambition and potential."

King Jenred, Honored Council,

As Zonasa has reserved the right to determine for herself the issue of going to war, I readily concede that she should not have a vote upon this matter. Just as the Principality reserves the right to determine for herself what merits an island-wide threat, so too would Zonasa not dare oblige any realm to march to war. A foreign King will not compel Zonasa to war, just as the Regent of Zonasa will not compel any other realm into conflict. I trust this pleases you.

Yet if Zonasa is to fight, then she shall require a vote upon the Paladin Commander. As to the name of the organization, I see little harm in allowing Zonasa to vote, as the name you have chosen seems perfectly suitable and would have the Principality's support. The Hawk inspires vigilance and strength of purpose. These qualities, I believe, would be best embodied by this institution.

If it is desired by the honorable nobles present to give the Principality 'affiliate' status, then so be it. But should a continent-wide threat emerge, know that Zonasa will not be an 'affiliate' on the battlefield, but will dedicate her full resources and energies to the defense of the honorable principles professed by the League.

If this is agreed upon, then the League has Zonasa's full support.

"Ohnar West has no objection to Zonasa's requirements. As I have mentioned previously, any agreement must be officially ratified by the House of the Ohnarian Lords before our nation will be officially bound by its contents.

To clarify, the agreement currently has the support of Sasrhas and the Prime Minister Joseph. Regardless, I can guarantee that Sasrhas will certainly guarantee her support in future conflicts where this League is called into action.

As the principles embodied in our discussion regarding the conduct of warfare are already codified in Ohnarian Law, the ratification is merely a formality provided that the final product of these talks meets the expectations we have already set forth."

The Earl then fell back into his seat once again... And gestured to a nearby attendant to refill his glass. Truly the wine of the south was a delicious reward for his long travels.
