: Yes, you can set up these groups manually. But no members are automatically included, the ruler has unassailable power of patronage over them and currently I am not sure how referendum's could be delivered to manually made message groups. The difference with these Councils is that they will be part of the game mechanics. Part of a realms governance by matter of course. It also forces serious medieval behaviour I think. The same thing can be done with message groups.Take your nobles and throw them into a group, give it a name and you're done. If refurendums could be handed out to message groups you could set up all sorts of voting strata.--Dalakar 12:41, 12 March 2008 (CET)
