Free Kingdom of Cathay is one of the larger realms in the Far East and frequently at the center of political and military conflicts. Cathay encourages but does not require Roleplaying.

Cathay is a Constitutional Monarchy that prizes participation and dedication over seniority. There are many opportunities for advancement for young nobles. Cathay upholds the ideals of chivalry and noblesse oblige.

History

Cathay was born out of a major conflict involving the Antozan Commonwealth and Lasanar, along with over a half-dozen other realms in the Far East Island. It then merged into the realm of Toupellon, but re-formed as the Free Kingdom of Cathay after Toupellon's collapse.

Political Structure

Cathay is a Constitutional Monarchy. The ruler is believed to be the Child of Heaven (Tianzi) and his or her divine right to rule comes from the Mandate of Heaven. Such right is subject to no earthly authority, but may be withdrawn from a despotic ruler.

According to Constitution of Cathay, Royal Privy Council serves as a private advisory body, which is solely selected by the throne. House of Lords, which consists of all landed lords, is the legislative body and all passed bills by House of Lords become law automatically. Royal Privy Council includes all members of House of Lords.

Government

Except ruler, government officers in Cathay are elected by all nobles of Cathay regularly, and receive allowance for their services.

  • King/Queen (ruler) is the head of the state, and handles foreign affairs.
  • High Marshal (general) is the chief commander of all armies, and appoints all Marshals and other military advisors.
  • High Chancellor (judge) is the law protector and enforces Constitution of Cathay and other laws passed by House of Lords.
  • Royal Treasurer (banker) is the head of Treasure Committee, which controls the collecting and disbursement of Cathay's treasury, and administers tax collection, food production, and trading throughout Cathay.

Royal Privy Council

According to Constitution of Cathay, Royal Privy Council is a private advisory body, and consists of all landed lords and Royal Advisors, who are solely selected by the throne.

House of Lords

House of Lords, which consists of all landed lords, is the legislative body and all passed bills by House of Lords become law automatically. House of Lords has the following rights:

  • legislate in all civil areas
  • approve budge plans and tax rates
  • set up or adjust the duchies
  • remove any lord or government officer convicted of treason, bribery, or other high crimes and misdemeanors

Lords and Feudal System

  • All levels of landed lords (including ruler, dukes, lords) are elected only once through public elections among all nobles of Cathay.
  • House of Lords has the right to set up and adjust the duchies and the ruler has the right to name such duchies.

Laws and Justice System

  • House of Lords, which consists of all landed lords, is the legislative body and all passed bills in House of Lords become law automatically. (See Laws of Cathay for details)
  • House of Lords has the right to remove any lord or government officer convicted of treason, bribery, or other high crimes and misdemeanors.
  • Constitution of Cathay and other Laws of Cathay are enforced by High Chancellor.

Military System

  • All royal armies of Cathay are funded by the throne and commanded by High Marshal.
  • High Marshal has the authority to design the composition of all armies and appoint all Marshals and advisors.

War Council

War Council consists of Marshals, Armies Sponsors, and Military Advisors.

Finance System

  • The treasury is funded by the throne, and administrated by Royal Treasurer, who keeps the books and weekly reports to House of Lords on gains and expenses. The funds are to be passed on to the successor in case of a change in office.
  • All tax rates (regional, duke share, realm share) are proposed by Royal Treasurer, passed by House of Lords, and enforced by High Chancellor.
  • Special projects can be financed by the treasury and has to be approved by House of Lords, before being disbursed by Royal Treasurer.
