Honored Lords,
Regardless of its intentions, a knightly order will not be as effective as a nation, so I propose that, instead of building off of the old orders, we form a nation for the knights. A nation founded entirely on the basis of fighting those who would break the law, with a guild existing so that other nobles could contact the knights of that realm in the interests of justice.

Ciann nodded in response to Dormondt, though her eyes betrayed her stark terror at having to render a decision of her own until her resolve stamped an expressionless mask over her features and she stood.
'I am hesitant to agree with Selene, but there is no realm free of politics. The purpose of this order is to rally those within the lands, not stand apart from them. Distance and alienation wuld undercut that very goal, if these problems were of the size to be settled by a small realm's charge we would not need to be here today.'
'If a new horror arises, it shall need those trusted in the lands to say unto thier friends "Here stands Terror and Evil, you do know me, and while you will not march for some foreign King, I vouch for this and march." and all will know that this threat is real. This is what is needed, not some land of men polishing lances and dreaming of evil to smite, but members of each realm who will stand up and rally to causes of justice.'
'I am not a wordsmith and I do not care to be one but we do not need floral words and great banners so much as true hearts and a conviction to justice that goes beyond obsequence to any king. I apologise MiLords if there are those who disagree, yet we must not add pretty bonnets to this thing and make it grander then it is, for the very fact that we need such a thing shows us that the hearts of men can be dark places and there will be times when all of us need to be reminded of our duties and our oaths.'

Iceberg nearly choked on his wine at the Aenilian ambassador's proposal. While the thought had crossed his mind, the Earl of Sashras had quickly determined its flaw. He attempted to rise, but then decided to simply speak from his chair, as he was old and tired.
"Ambassador Guy, in a perfect world, your proposed realm of guardians would be an interesting place, it would not have the lasting power of an international order such as what has been proposed. It is my belief that lasting power, and a wide-ranging membership, is absolutely essential to combat the atrocities we confront.
For if your realm of guardians had existed when Conan and Tony began to unleash horrors in the south, surely it would have been one of their earliest targets for destruction.
An order that could have spread word of just what degree of evil had presented itself would have been far more effective at rallying the nations of men against this threat. And such an order shall be far more effective at unifying us all in the face of a threat to our civilizations.
Additionally, the Lady Selene makes a valid objection that the lands to form this nation would certainly be a point of contention both now and in the future. Such distress is best avoided in matters that threaten us all."

"I too thought about it and came to the exact same conclusion as many for if it is purely to stand aside until a greater evil comes, not only would the Knights dull their lances and their minds but they might seek out wars which break their codes of honour. Though to who would form the realm, I do not doubt that there would be a number who would be glad to found and be part of the Order."
"We could form the new March as an offshoot of the Order itself, but right now it is also true that there would be little point unless there was an island wide threat. If we state that a military order cannot exist by not fighting wars, then we cannot have the Order as a single body who, by dint of a peaceful, non-partisan ideology, are not to be motivated to taking sides. In different circumstances there would be greater merit to the idea, but as for now we would do better to have the knighthood spread throughout the continent."

Jenred stroked his chin at Guy's proposal, then shook his head slowly.
"While such a realm could be formed, from my lands if no other, what would be the point? Such a realm would rarely be able to fight under the code we have established, and that would lead either to a quiet realm where none remember the ways of war when the time comes, or to a land that involved itself in other wars which removes the whole purpose of the measure. And even if those problems could be resolved, why would a single, relatively small realm be able to fight off an island-wide threat? No, far better to have the leading members of each realm in the Order, so that all can draw together when the dark days come. As Geire Suil Ciann correctly pointed out, one of the main uses of the order is to have someone in every realm that the rest will trust, so that when Arcaea frantically calls for aid, James can vouch for me."
He then nodded to Erandi.
"Indeed, once Zonasa had decided to join, it would make sense to have them vote for the Paladin Commander. The affiliate status would only be until Zonasa decided to march, then it would be treated as any other realm. That is the only way I can see to fit your requirements in with the rest of the Order...And, perhaps one day you will trust the Order enough to join fully."
Jenred grinned wryly.
"And now, we come back once more to the voting. We need not fully decide upon this now, but I would like to if possible. What about the entire Council of each realm, and an additional vote for each duchy? So, a realm with one duchy has five votes, and one with five duchies has nine votes. Under this system, Kindara and Sartania could outvote Arcaea, which I think would alleviate the worries over the domination of large realms while still providing some proportional representation."

Thain said looking around the room, checking the hands of all present quickly before sitting down. Having such a large bounty, three young children with only their father left and being in such a meeting didn't sit well with him, but he knew the importance of the meeting, and knew he needed to attend. While on breaks from the meetings, Thain could usually be found sitting by himself, staring out a window over the horizon, towards C'thonia.

Ciann stood and surveyed the room certain that her Guardian was once more testing her and certain not to flinch or run out the doors screaming.
'MiLords, are we agreed then? We are to form an order, it shall be based in Colasan and that we should set forth a simple set of oaths for such an order.' She sighed slightly, her mind beating against her forehead. This is Exhausting she thought and supressed a smile at the thought that they had almost send Lady Farnese here.
'Many of us are anxious to return to our homes and duties, it is my contention that all that shall occur here if we are o'erlong is that we shall get on each others nerves or make errors in protocol which will spill blood from one sea to the other. Thus I ask formally if any are still in object to the suggestions of voting rights as stated by King Jenred of Arcaea, as backed by Eradi of Zonasa, and further supported by myself, as Geire Suil of Arcachon?'
If there are no objections then I would suggest that over the winter we speak to those within our lands who would be fine members of this guild and work towards a writ for the guild which all can agree to. I know what I would desire would be something like...' She thought for a moment...
'I shall stand vigilant against the great evils or invasion, rape, and slaughter. I shall defend this land until my last breath against such foulness and shall put aside all foul blood and grievences to further this defence.' She nodded and continued,
'As I have said I am no poet, but the longer and more confusing it is the more likely misinterpetations or selective interpetations shall occur, but I have not the great skill with laws of those present. Such things can be dealt with in the future, as first we should settle if there are any who object to the current system of a guild in Colasan and the set of voting rights as outlined, so I ask again if there are any who do so see it as a problem.'

Dormondt watched Ciann present her case to the assemblage and smiled into his mead horn. She was starting to show the signs of strenrth that he knew she posessed.
After she sat down and took a few breaths, he leaned toward her:
Well spoken, I do not know why you get so agitated about these things. You know what your heart seeks, and yhou know that the majority of those here seek similar, so why not speak your mind?
He then stood and addressed the crowd.
I see no problem with balancing the vote between the Duchys and the realms' councils. The oath put forth by the Geire Suil of Arcachon seems sound. What say we put this League into motion? I too am concerned about wearing nerves causing some sort of continent-wide incedent.

It was a fine summary of their aims since everyone was getting too tired to stay much longer and hammer out names and such on top of everything else.
"Tuebor", Caim said. "It means 'I will defend'. I believe everyone is agreed as to the status of Zonasa, the terms of voting, the Order that will be established and of course what we stand for." He rose and looked to Duke Rekhyt and Ambassador Guy. "Is there anyone else with someone left to add before we conclude our business here and everyone goes home?"

Ciann leaned back towards Dormondt and whispered, 'Your Holiness, it is...This place, it reminds me of Niel, such wisdom present but also such great pride. Hundreds died when three men of high standing mistook words and there are so many here to mistake, especially with the Sartanians present to work mischief. I thank you for your support and for allowing me this chance, as without your holy guidance this realm would still be in the thralls of a brutal war. Still, I long to feel the grass under my feet and have the crisp air of winter's kiss upon my mail.'
Sighing a little she caught herself wistfully thinking of a long vacation in Talex before reminding herself of her duties and steeling her gaze once more upon the table.
