This realm would be a Blood Cultist theocracy that centers around the god Teros.

THE CODE OF FWUVOGHOR

1. PURPOSE

  A. The Code defines the basic criminal laws of the Republic of Fwuvoghor. Other,
     lesser administrative laws are created by the House of Ministers and bound
     under the title of House Ordinances.

2. JURISDICTION

  A. These laws are the supreme criminal law within the Republic of Fwuvoghor.
     Where there is conflict between this Code and a Provincial law, the Code has 
     precedence.
  B. These laws apply uniformly to all citizens of any nation, within the Republic 
     of Fwuvoghor.

3. RIGHTS

  A. All people are inherently endowed with essential rights. These are, in order
