Whereas the assembled nobles,…, The Council of Imperial Plenipotentiaries have at their own great cost and determination, band together in one company an Expedition to expand the Imperium of Greater Xavax to Dwilight, particularly to the Unterlands and the foothills of the Divide Mountains,

Whereas the assembled seek to provide opportunity for landless knights(The Black Swans), Lords losing their lands (Eastern Redwings) and provide safe refuge for those fleeing the Dwili Sea Invasion(Sunset Redwings), their Houses and related interests,

And whereas we witness great hatred and malice in the East, and seek new lands to expand, exploit, invest in and render prosperous,

And considering the legacy of the Xerarchs of Xavax, the great Heroes Uthred the Unstoppable, Jaryn the Lost, Jarvin the Redwing, Gilth the Gallant, the winding and ascendant Path of Paragons, which spans the whole world and beckons us to glory in life and death,

The assembled Peers of Xavax seek to establish and ordain a Western colony, loyal to the Xerarch so long she or he reigns as a sovereign in the East, and under the Sunset Redwing settle, explore, fight and engage with new people, especially our sponsors in Astrum,

Whereas the Church of Sanguis Astroism, the teachings of the Bloodstars, do bless our endeavor, we assembled nobles seal a fraternal alliance with Astrum, Dwilight's Towers of Truth, (Silent proviso: Path of the Paragons given precedence over all other faiths. Bloodstars must be gauged.)

Hereby, the Xerarch shall appoint a Viceroy to issue a Call to Arms for the Dwili, direct the Colonial Council of EXEC and complete the necessary negotiations to create a favorable local network of trade partners, allies and confederates. All the Plenipotentiary Council shall work as one, and for their effort, maintain high authority in said colony, Odamar Proviso: A Royal Proxy may be appointed to manage and/or represent local concerns.

Know ye that the Redwings of Greater Xavax shall seek out kin with strong ties, friends, comrades, and dub them the Sunset Redwings, and continue to rally the young and talented knights of the Black Swan, in order to expand the Imperial dominion as far as destiny and justice may dictate,

Now know ye that this Unterlands colony shall have its seat in Unterstrom, where the reign of the Xerarch is represented by the Prime Plenipotentiary or Viceroy - and shall forever owe their allegiance to the Phoenix Empress Selenia JeVondair - thus we name our colony Selenaria in her honor.

And hereby the Xerarch also declares the right to invest new Princes and princesses based on merit, sacrifice and proven service to the Empire. Her word is law, and her judgment is anointed; thus all members of EXEC shall recognize such investitures earnestly.

Said colony is forbidden to form a democracy, as it is the most vulgar form of government; a republic may be created temporarily, in times of transition only; though the plenipotentiary Council shall always work to uphold the feudal monarchy that is our Empire. The Viceroy shall rule in the Xerarch's name, and if the crown of Xanax proper is to fall to enemy forces, the crown shall relocate its seat to said colony.

And hereby the Xerarch shall retain the right to appoint additional Admirals, Royal Proxies, and Protectors in a universal imperial order to be recognized in both lands,and ordered according to his or her will,

The Xerarch and Viceroy shall each maintain the right to add individuals to the Imperial blacklist, a registry of known enemies of the state around the world.

As we ordain that EXEC shall act as one body politic under the Xerarch of Greater Xavax, adventurers diverse in means inseparable in loyalty, are set to meet under the Plenipotentiary's and render concerns once a year, and report them to the Xerarch alone in a sealed container.
