I dunno, I'm the one who drafted it, as judge of D'Hara, with Caerwyn (others ended up not signing, if I recall). Then, some of them copied it and sent the offer to other realms without making it too public, so I don't know who had what with whom. I was not aware of Everguard, though... who did they sign with? One can't simply add their names on there, that's not what the treaty was meant to do, at least, when I drafted it. I did it as an agreement between multiple parties, not like some kind of international chart anyone can chose to embrace.
