More than likely, these are not the only rules, or other will be added. Feel free to add information or change wrong facts. I wrote this out of my own experience as ruler of Heen with a lot of appointments on my hands. (Which I can't all do conform Rule#2, but some still due to Rule#3) I hope this helps a lot of people who are confused by the game's lack of information about why you can and why you can't appoint someone. Sometimes it is frustrating and annoying, I know. But it's logical, in most cases. I hope that false bugs about appointments will lessen also. Foreign Curs 22:44, 11 September 2007 (CEST)
