Creation

The Ordo Concilium originally came to existence with the eldest of the gods, Azarus, descended to the realms of mortals and visited the then fledgling town of Ishkantar in the barren wastes of central eastern Dwilight. Present day, this would put it near the center of the Desert of Silhouettes. His task was to bring this single town under his sway, and that was what he did by only the means a mortal has at their disposal. The way he converted the town to his worship was simple. He did not visit the town as a god-incarnate--no, he visited the town under the guise of a mortal, with the name of Aclian.

And it was under the name of Aclian that he saw to the expansion and swift growth of the insignificant town. Within a century he had seen to the harnessing of the spring at the center of Ishkantar, the digging of canals in such a way that allowed farmlands to prosper, a wall to hold off raiders, and a castle from which he could see the bustling town. By this time, a good portion was convinced that he was indeed an envoy from high, and many worshiped his true name of Azarus. Whether this is because of the designs he created, the way he spoke, or just the fact that he never aged, remains to be truly understood.

Regardless, the town flourished and people came from afar to live there, in the town known as Ishkantar. After a while though, it wasn't just commoners that came. No, a more dedicated force of raiders came, ones that saw to the pillaging of the city and it's defenses. It was this that caused the serious fortification of the city to begin, and because of this that the economy of the area soared.

The Citadel

From quarries in the mountains, huge amounts of stone were mined and transported to the city of Ishkantar, and construction began on the walls that give the city it's last known name as the "Citadel of Iskantar". The massive fortress city never once past that fell to invaders, and not even the forces of nether managed to pierce the defenses.

The Citadel wasn't just a massive defensive fortification, it also became the home of the gods on this existence. Deep within it's depths Aclian saw the mining out of the hard rock beneath the Citadel in such a way to create a complex series of catacombs in which to store relics and scripts. Using his advanced knowledge, he had the catacombs built in such a way that only a quake would truly destroy the catacombs. The citadel could flood, but the more important rooms would remain dry. A fire could burn one room and the smoke find a way out that kept it from damaging other rooms. Even if the city above was invaded, the catacombs also included various air shafts to supply oxygen to the populace taking cover below the city, and escape routes if they needed to leave the city.

Though the catacombs never saw much of the populace, many relics were stored in them, and the Wordbearers commonly met with their Deities in a room that only the gods and the Wordbearers knew the route to.

Coming of the Gods

Though Azarus is the oldest of the gods and the founder of the Ordo Concilium, he wasn't alone for long. Genesis and Armageddon saw to the creation of other gods, some of which were put down, others which joined the Ordo, and even others who remained until the Cataclysm under their own banners. Many were created after pagan gods, others created after a new god worshipped by Ordo believers. That was likely one of the things that gave the Ordo it's survivability; it wasn't just a set group of gods, it was a group of gods that was open to new gods joining their ranks.
