Project Progress Report 01

A preliminary set of procedure for practical administration of the Project has been drafted in Admin Dev. Field protocol is one area that requires further testing, but this is hindered by the lack of field operatives. A voluntary experimental subject request was given to a potential candidate for the Project, but no response was received. However Admin Dev believes that field protocol may be revised and established at the latest in the immediate days following public disclosure of the Project.

Training protocols appear sound. Assignment protocols may deserve reevaluation of the requirements necessary for Rank S. Studies gathered from outside sources suggest that there is a clear barrier between Rank A and Rank S, but that for assignments labeled "High Risk" under the Rank S classification scheme, not all operatives who would otherwise be given Rank A would be unqualified to perform such assignments. Therefore, Admin Dev proposes a possible addition to account for those operatives who are allowed to undertake High Risk assignments not included under Rank A, but who are not permitted to pursue "Very High Risk" or "Severe Risk" assignments.

Prof. Dover has covered most of Admin Dev's concerns regarding protocol. Further areas that are advisable for observation are minimal at this time. However Admin Dev Management Section and Public Relations would like to bring the role of the "Intermediary" to the attention of the Board. The concerns here are numerous: Availability of individuals whose careers match with that required for the Intermediary; Reliability of the Intermediary; Protocols regarding the Intermediary.

Admin Dev also would like to request Finances to provide their models for supporting the executive command of the Project after public disclosure.
