Proposals for the Project include a training regimen that would require a large and dedicated academy with proper staff and resources. No academy currently exists in Aquilegia, and the optimal location is Flowrestown. The Duke of Flowrestown, as you know, has been away and is shortly expected to be wed to the Duchess of Donghaiwei. This ceremony and the subsequent activities will delay the construction of the academy significantly. Under no circumstances allow the construction of the academy to be delayed!

Facilities are also needed for the housing of the administration and operatives, preferably in separate locations. A storage area for resources is also required as is a central administration building. I also understand from Prof. Thames in Res Dev that there is a lack of adequately sized laboratory space. Please see to the aforementioned items as soon as possible.

For the glory of Aquilegia, my comrades. Once this Project is completed, we will all be rich.
