Welcome traveler. Whether you have come here out of curiosity or are already a member of the Army, you have still arrived here. This is the current clarification of being a Councilman (or woman).

The Council

  • The Council is the general body of the Army of the Glistening City
  • The Council consists of: all Knights, all Recruits, all Sergeants, the Lieutenant, and the Marshal. Except for the following provisions:
    • Members of the Army who have accumulated two or more marks against their name shall not be allowed to sit as a member of the Council
    • A Recruit shall be allowed to listen and speak during all proceedings, but shall not be allowed to cast a vote for the lawmaking process

The Head of the Assembly

A Head of the Assembly shall be elected to serve as the figurehead to the entire Council. Any member of good standing is eligible, provided they hold no other Title (i.e. Sergeant, Lieutenant, Marshal).

  • The speaker shall be elected every thirty days
  • A two turn electoral period after the thirty days are over shall be observed. This is a time when the members of the Army may cast their votes as to whom they choose to be the next Head of the Assembly
  • The Head of the Assembly cannot be manned by the same person for consecutive terms
  • A simple majority must be carried for the new Head of the Assembly to be placed into the position
  • The Head of the Assembly's duties include:
    • Receiving and tallying votes for any election and making a public statement at the conclusion of the electoral process
      • NOTE: The Head of the Assembly cannot vote upon Council matters unless there is a tie. This does not prevent him/her from speaking their minds upon the subject however
    • Maintaining order within the Council and preventing those banned from proceedings from causing malcontent
    • Chronicling all the proceedings within the Council to the Archives of the Army

The Addition or Modification of Laws

  • A new law request may be presented at any time to the General Council
  • If another seconds the motion, the proposed law will be taken into a period of deliberation
  • The Head of the Assembly shall announce a period of deliberation for the new law before the Council, deciding the amount of time that a new law may be discussed before being voted upon
  • The period of deliberation for a new law can be either: 3 turns, 5 turns, or 8 turns. This depends simply upon the depth and complexity of the topic
  • A voting period will ensure for two complete turns after the deliberations have ended
  • A simple majority must be carried for the law to come into effect
  • In the case of a tie, the Head of the Assembly shall be charged with the deciding vote to be cast to put the matter to rest
  • If a new law is passed, the Head of Assembly must promptly place the change into the Laws of the Army of the Glistening City
