There are few occasions when a Chancellor must appeal to the whole realm. The Assembly is the heart of Fontan, and it is upon whose mandate the Chancellor is to act. Not all things can be kept within the Assembly however, so here I report to all of you.

The other day I recieved a letter from King Jor of Westmoor demanding we sign the treaty long rejected by our realm. He did so under clear military threat. Indeed I know he has been rallying his army for some time, evidence of which I have had forwarded to me.

I enclose the letter he sent to the Rulers this morn upon my reply that we have already rejected his treaty some time ago and await on a proper response which continues the dialogue established during King Maedros' reign.

For one hundred twenty-three days I have ruled Westmoor, seeking peace and understanding with all realms across the continent. I have been fortunate to be able to call some of you my friends.

Even under the reign of then-King Maedros, I served leally as an ambassador for the Kingdom. In that function, I met many of you or your predecessors. Only one series of rulers have repeatedly refused any overture and offer of friendship, countering instead with demands for gold, lands, and restrictions on the affairs of Westmoor's armies within Westmoor itself. This does not include the many times those leaders outright ignored all missives sent to them.

Of course, I speak of Fontan and its Chancellors. Fontan, a shadow of its one time strength. A nation that provokes wars but can only win a battle with outside intervention.

They have demanded gold for damages their armies caused, they demanded that Greatbridge be seceded to them and, when failing that, attempted to dictate that Westmoor could have no armed presence within the region.

Now they amass on our border, as per usual lying behind closed doors in an attempt to garner foreign support. This is while they have begun to harbor Ibladeshi murderers and rapists to bulk up their armies. I have seen the crimes the Ibladeshi committed in Aix with my own eyes. The death and destruction were unimaginable. Even now, the city has not fully recovered.

The Fontanese refusal to even discuss peace or compromise in addition to their gathering of soldiers simply proves their intent. Westmoor does not have time on its side.

As such, effective immediately the ceasefire between the Kingdom of Westmoor and the "Democracy" of Fontan is declared null and void with Fontan in breech of the spirit of the ceasefire. As required by its terms I officially give notice that a state of war will resume between these two realms.

Westmoor pushed for peace while Fontan schemed and plotted for war, for conquest. Westmoor must defend itself.

King Jor,

You make a good case, convincing even; if one allows every faculty they have to abandon them and have overlooked the sheer and unashamedly obvious way you have contrived this. It would actually be nigh impossible to add more disproportion and mistruth in even twice as many words. On that achievement alone I salute you.

Shall we add a bit of truth to your novel storytelling?

On to Greatbridge and the gold.

Yes, we wanted Greatbridge, because we did not trust you at our capital’s border considering that you launched from Greatbidge to seize Krimml the last time. Our very very very first treaty stipulated we wanted Greatbridge out of your hands, or failing that no military units above a small number to ever be stationed there. Under King Maedros’ rejection and Sirion’s council we agreed not to pursue this after the first round of negotiations. Long done and dusted was that issue. The same as your attempts to keep Oberndorf. Both simply ceased to be considered by either party. Your then-General even suggested a voluntary removal of forces from Greatbridge to show goodwill, which our Minister of Defence accepted though never pursued. Therein is the truth of it.

King Maedros suggested 1000 gold in reparations, which the Assembly accepted, discussed, raised and eventually settled down during our review of the last serious treaty offer we had from your realm. This gold was offered by Westmoor to deal with the issues of the purposeful raising of the Oberndorf RC’s prior to returning the region, the raising of Krimml’s fortifications and the then-Duchess allowing them to collapse before the city was returned to Fontan, and also the purposeful closure of an expanded temple in Krimml once again whilst the city was under Westmoorian occupation at the closure of your opportunistic betrayal against us. Like so many Carrion Crows that flock and settle at the end of a battle your armies moved to make best their gains, and you just don’t like that it was rebuffed.

When you were elected King you made clear in your statement to your realm you would refuse to continue the negotiation regarding reparations suggested by the King who preceded you and upon whom Fontan’s acceptance and returned-treaty was awaiting your Lord’s approval. You then instead sent back an entirely different treaty you so called the “Greatbridge Accord” which had no single element of the negotiations already played out and nigh concluded between Westmoor and Fontan. You included punitive measures on Flow priests , put in clauses about banning infiltrators and yet made no such reciprocation on your own realm. You struck the agreed reparations from the treaty and remodelled it as you wished. You ignored the return treaty we’d sent back to Westmoor and which we were told by the then-King Jor your Lords was discussing and in doing so you wiped all progress. You knew we would never accept, and we told you so, and asked you to actually look again at the treaty sent to you. Now, out of the blue, you once again make demand that we sign a treaty already rejected, knowing we will not do so. It is not hard to see your intentions, King Jor.

Now to deal with the rest of the waffling claims and lies in your letter.

That is as emotive as it is irrelevant. Who do we harbour? Who, on the back of that, has declared sanctions against such a thing? The C.o.I. priest who was temporarily in Fontan, who was not allowed to preach, who was held in total negation by the Assembly’s Ruling on his religion in Fontan, swiftly left us. Are you even aware of that? Fontan shall bear no sanction from Westmoor on who we allow into our realm, and even though you appeal to those who intend to remove the Church of Ibladesh it is futile since the C.o.I. has no influence within this realm. You’ve already stated how you think the Flow’s priests are ‘aggressive’ in the Greatbridge Accord. Do you think the C.o.I. would get a chance to even establish itself under those conditions? Just another flaw in your assertions yet again revealed.

You mean ; those militia? Those immovable, stationary, paralyzed militia units, who barely number more than 200 men between both regions? They are your ‘amassing’ of forces? I’m sorry but I truly cannot fathom to what extent you think that can even be argued as a threat. They barel’y even serve to hold off a monster horde. The units themselves have been there for a long long time, slowly whittling away as you can see by how small they are. Amusingly enough though those militia have even been questioned within Fontan, by our very own Minister of Defence, who asked just the other day why they were there, other than at the behest of the Lord’s who stationed them.

When did it become policy to choke our inner regions with militia?

We have knights who can't afford units and an army to train and instead we find mean being freshly deployed to the rural regions to waste away in nothingness. We should not be wasting gold like this we should be reinvesting surplus gold back into the realm, into buildings and into the individual knights on the ground who lack the funds to have their own troop.

And do you even know it was I who suggested the Ceasefire? You do realise it was I who stated that for negotiations to be successful we needed militarist neutrality? Sirion agreed and King Maedros did also, and so we cordially came to a secession of hostilities. I set its terms, which were nigh none, so I think I know what they were. Tell me – do you?

In breach of the ‘spirit’ of the ceasefire – so you acknowledge that actually there has been no breach of the Ceasefire at all? Merely what you perceive to be so? That, I am afraid King Jor, means that you and you alone are breaching the ceasefire, and yet ignoring your declaration of War I see no way I could pose that argument anyway. There has been no military infraction of the Ceasefire.

Save one, of course. More than a week ago a Westmoorian moved through Oberndorf/Commonyr. I don’t know why, I didn’t ask ; I didn’t care – because I was affirmed in my belief in the Ceasefire and that both sides held it genuinely in their interests. Clearly I was mistaken.

See whatever plot you like. Lie, to try to assert yourself for political engineering, but know that ultimately all it does it destroy your credibility, King Jor.

If you wish to War, I cannot stop you, and there is nothing more I feel I can say. The truth is out, so tell yourself whatever you want to convince yourself, and anyone else who will listen. You have sought this moment for long enough, I know. But know this; Fontan will fight ‘til the last. We shall not be cowed by lairs and betrayers, and especially not an opportunistic tinpot who sets himself up in a dancing hat, waves his sceptre towards this realm thinking he can plot his way to triumph.

If you issue War, sir, by damn you will have it. I don’t need to take a Vote to assure you of that.

Do ask around not only your realm but other realms as well. To make a better informed decision as opposed to right now.

Do Westmoor calls it an act of friendship to backstab Fontan when Fontan was at its lowest during the Great War against Sirion? Do not tell me that Westmoor battle against Fontan at Krimml city caused so few amount of damage, compared with your own losses. What about the City Wall? Does it not cost anything to rebuild all infrastructure and temples? Gold, blood and sweat we have suffered for them. I had witnessed our Fontan capital changed from Krimml city to Ashforth city briefly as a result of this betrayal.

How the old alliance of Westmoor, Fontan and SoA put up battles together against Sirion? If this is how old friendship fade away. Sigh...

Do you know why we Fontan demanded a region and money? Money for the damages. Region demilitarized for instance. Do you ever wonder why we Fontan lost trust in Westmoor as ally? The very ally who backstab its own friend, when the friend was at its most weakest moment.

If this is your meaning of ally and act of friendship, I am sad to hear about it.
