Heen (Realm)/Governmental System

As one of the first kingdoms to develop a unique, alternative system of government, Heen stands as a pioneer in history. Following the course she had set after her election, Queen Martana eagered further towards a cultural identity for her people. A large, next step towards this goal was to alter the governmental system to suit the true concept of what had already become so unique to Heen.



The Heenite Government

Still subservient to possible changes, four positions of governmental power have been defined:

  • The Great Malik(a) of Heen, who shall act in Ruler's stead.
  • The Grand Vizier of Heen, who shall act in Banker's stead.
  • The Supreme Amir(a) of Heen, who shall act in General's stead.
  • The High Hakim of Heen, who shall act in Judge's stead.


Description of the Titles

To define clearly what each of these titles withhold, the following is a small description concerning the responsibilities, authority, appointment, etc...

  • The Great Malik(a) of Heen shall be elected once by the votes of all nobles, equally counted. The Malik(a) holds full authority on a large range of fields, being able to post or overrule orders in the military field, organize or deny trading missions in the financial field and being the only one with the authority to make binding diplomatic promises and agreements. Only in the juridical field, it is so that the Malik(a) is not allowed to interfere. The Malik(a) can thus be much compared to the regular King or Queen of a Monarchy, only situated in a different culture.
  • The Grand Vizier of Heen shall be elected monthly by the votes of all lords, equally counted. The Grand Vizier will act as a secondary Malik(a), thus bearing a large part of the authority and responsibilities. However, the Grand Vizier is only allowed to exercise this authority in case of absence of the Malik(a) or in vital decisions. As such, the word of the Grand Vizier counts as absolute, if the Malik(a) is wounded or announced absent by imprisonment or personal affairs, until the Malik(a) overrules it. Primarily though, the Grand Vizier will act as delegated diplomat of Heen, in order to strengthen bonds with other nations, be it by shipments of food or by word. However, promises made or agreements drafted by the Grand Vizier must still be strengthened by the Malik(a) of Heen to be effective and cannot considered to be such until then.
  • The Supreme Amir(a) of Heen shall be appointed by the Malik(a) of Heen. The Amir(a)'s task will withhold no more than that of what is to be asked of a general. The Amir(a) composes plans of action, and sees to the correct enactment of them. Only the Malik(a) of Heen can interfere in his decisions, and exceptionally also the Grand Vizier of Heen.
  • The High Hakim of Heen shall be elected once by the votes of all nobles, equally counted. The Hakim will see to all juridical affairs in Heen, posing verdicts by Heenite law. Not even the Malik(a) is allowed to interfere in this process. When a judgement is considered unjust or when misconduct is feared, the people of Heen will need to protest through formal manners to remove the Hakim from power. The Hakim of Heen will also see to the condition of the Heenite regions, instructing the bureaucratic division and lords.
