Art.1 The People wield the real political power and governs Avamar, while Appointed or Elected citizens are representatives of the people, servants of the Republic, liable to the people, and in no way privileged individuals.

Art.2 All Avamarian citizens are equal, free to act and speak without fear of persecution. Arguments and disagreements are a natural part of any realm. However, all Troop Leaders must act with respect, not hurting the realm because of personal empathy or attacking the personality of the conflicted citizen.

(Clarification: Avamarian citizen is considered every Troop Leader who has joined Avamar for at least 14 days, having time to adopt himself to the Avamarian Way of Life and become aware of the political conditions of the realm).

Art.3 The Seven Virtues of Avamar, namely Honesty, Compassion, Valor, Sacrifice, Justice, Honor, Humility (see the relevant Wiki Page) are strongly recommended as general guidelines of noble Avamarian everyday behaviour. The Knights of the People act as guardians of the virtues, conscience of the People, reminders of the founding principles of the Realm.

Art.4 Equality is also to be expected in the share of resources. No troop leader will gain more from the taxes, with the exeption of extremely critical situations where the Banker, authorized by the People, can increase his/her tax-share and following distribute the gold according to the currents needs. Dukes and Counts will get a 5-10% (according to thePeople’s Decision) of their regions income in order to maintain it.

Art.5 In order to secure People’s rights, protect the Republic and achieve an undisturbed rotation of power amongst Avamarians, no position, either elected or appointed can be held for more than 120 days. After 30 days out of office a person can re-run for an earlier held position. No family can hold simultaneously two competent positions (single Troop Leader or different characters belonging to the same family), except during positions-change where one position must be abandoned as soon as a suitable replacement is found (e.g the Banker is elected as Ruler/Judge as well).

Art.6 The chain of command as described in the relevant bulletin/wiki page must be followed and the competencies of each position must be exercised wisely, avoiding power overuse and preferring dialogue, mutual understanding and negotiations between citizens than conflicts and authoritative decision making and policy implementation. Informing the citizens for all decisions made and achieving public acceptance is considered as a basic component of good governance, required by all appointed/elected citizens.

Art.7 The appointment of Council Positions, Commanders, Counts, Marshals etc are to be made by the P.M or by an authorized person by the P.M (e.g Duke for Marshal) after a public voting or –when time presses- consulting of an adequate percentage of Avamarians that the P.M is obliged to publicly reveal when requested. In the latter case, any objections made by citizens afterwards will lead to a referendum for the appointed noble and/or the P.M (see Art.8).

Art. 8 Every Avamarian can announce formally his/her disagreement with a member of the council, count, marshal, BG Leader, for any reason he believes and ask for his/her retirement. In case that 10% of citizens (round up) express a formal disagreement, the Judge is obliged to hold a referendum as soon as possible (no more than 3 days). In order to be valid, 50% (round up) of Citizens must vote, otherwise the request is discarded. If the majority of voters favour the retirement option, the individual in question must step down or be striped of duties and forcibly expelled. In case that the above procedure is not followed by the Government every citizens is fully entitled to use the formal protest procedure against the individual noble and/or the Government.

Art.9 Referendums can be asked for any reason (e.g political, military, diplomatic decisions, disagreements, appointments, banishments), 10% (round up) of citizens support, with the procedures mentioned in Art.8. In that case, the Government is obliged to execute the People’s will within 1 week
