Overview

During the historical period known as 'The Reconstitution of Oritolon' the government system was reformed with the intent of unifying Oritolon after a period of chaos and allowing more nobles to have a voice in how the realm is run.

Oritolon is a republic. All nobles are citizens of the republic and the government is ultimately responsible to it's citizens.

Ministries of Diplomacy, Justice, Internal Affairs and War care for the needs of the realm. They devise, debate and propose potential changes that will benefit the realm. Any noble can join a ministry that interests them.

The Senate sets the goals of the ministries, vets their proposals and enacts laws. The Senate is comprised of those who hold specific government positions and some advisers.

The Ministries

The Ministries of Oritolon are special councils, each responsible for a particular aspect of the welfare of Oritolon. They have the responsibility of ensuring the well-being of the realm by monitoring and managing the implementation of established policy in their specific area of interest as well as debating and defining proposals for improvement. Such proposals are passed to The Senate for further debate and approval or rejection. The ministries are subordinate to The Senate and follow the directions of The Senate.

Each ministry is headed by a 'minister' who has a seat in The Senate.

Where issues encompass the areas of interests of more than one ministry the ministries co-operate and co-ordinate, generally through their ministers who represent them in The Senate.

Any noble can become a member of one or more ministries, all that is required is an interest in that ministry's work.

The War Ministry

Under the direction of The Minister of War (the official title for the realm's General) The War Ministry is responsible all military matters.

The ministry of war may discuss specific issues of logistics, tactics and strategy as required but ultimately the authority and responsibility for such military decisions rests with the military chain of command.

The Law and Justice Ministry

Under the direction of The Minister of Justice (the official title for the realm's Judge) The Law and Justice Ministry is responsible for constitutional, political and legal matters and ensuring that justice in Oritolon is administered in a way compatible with The Seven Pillars of Oritolon.

The ministry may also act as a court; discussing the application of justice in specific cases in order to decide whether punishment is required and if so the nature of the punishment. While minor matters may be decided in such a way sentences of execution or banning require agreement by The Senate.

The Internal Affairs Ministry

Under the direction of The Finance Minister (the official title for the realm's Banker) The Internal Affairs Ministry is responsible for such internal matters as taxes, economics, food supplies, region maintenance, building work and the effective integration of newly acquired regions into the realm.

The Diplomacy Ministry

Under the direction of The Chief Ambassador The Ministry of Diplomacy is responsible for relationships between Oritolon and her neighbouring realms in The Colonies.

The Diplomacy Ministry, under the guidance of the Chief Ambassador, has the authority to conduct diplomatic talks with other realms though the signing of treaties and changes in diplomatic relations require the approval of The Senate.

The Senate

The Senate of Oritolon is the realm's high council. It's duty is to uphold the Seven Pillars of Oritolon and so ensure the well-being of the realm.

The Senate consists of the current Ruler, Judge, General, Banker, Chief Ambassador, Head of Religion, Guardian of the Pillars and the Dukes of Oritolon. Members of The Senate are called Senators.

There are two more senators. Known as the 'Senate's Advisor' and 'Ruler's Advisor'. The former is appointed by the Senate by majority vote and the latter by the Ruler. They are selected from the nobility for exceptional qualities that will enrich The Senate. They serve a six month term, though a new Ruler may replace the previous Ruler's Advisor before their term is served.

The Chairperson of the Senate is the Ruler by default though they delegate the role to any Senator. The Chairperson is responsible for guiding Senate debates towards a conclusion.

The Senate assists in the day-to-day maintenance and running of the Republic. All important decisions from the ministries come to the Senate for scrutiny in the form of official proposals or 'bills' and are ultimately accepted or rejected by majority vote. Accepted or 'ratified' bills enter into the law of the republic. Rejected bills may be returned to the ministry for improvement. The Senate advises and directs the ministries and may request specific actions or proposals from them.

Where votes are tied the Imperator Publicus (ruler) decides the outcome. The exception to this is if a Vote of No Confidence is called in regard to the Imperator Publicus.

The Senate can call for a Vote of Confidence to be initiated at any time for any government member. If any Senator asks for a Vote of No Confidence against a government member then a vote by simple majority is held in The Senate. If the vote passes a referendum is initiated where all nobles of the realm can vote for or against the continued service of that government member. If the referendum dictates it the government member is legally required to step down.
