The Constitution of the Republic

I. The Republic shall be ruled by the Senate.

  • The Senate shall be comprised of the Republic's current region lords.
  • All new laws must be passed by a simple majority of the Senate.
  • All new treaties including prisoner agreements and also changes in diplomatic relations must be ratified by a simple majority of the Senate.
  • New laws may be proposed to the Senate by anyone, but must either be proposed by a Senator or seconded by a Senator in order to receive a vote.

II. The Doge and his Council shall enact the will of the Senate.

  • The Doge and those ambassadors he or she sees fit to appoint to represent the office are solely responsible for the conduct of foreign diplomacy with other Rulers and the negotiation of new treaties, which shall not be signed unless ratified by the Senate.
  • The Savio della Guerra and those Marshals appointed to serve under him or her are solely responsible for the prosecution of armed conflict against any entity declared to be an enemy by the Senate as well as the defense of the Republic from military threats, both foreign and Unnatural.
  • The Savio del Commercio is responsible for the careful management of the Republic's food. In concert with individual Senators and traders, the Savio del Commercio's duties shall include monitoring the overall food production of the realm, organizing and coordinating intra-realm trade, and negotiating the procurement of food from abroad when necessary.
  • The Magistrato dell'Ordine is charged with enforcing the Senate's will within the borders of the Republic. He or she shall enforce all statutes enacted by the Senate and approved of by the Consiglio using such powers as are at the office's discretion, with the exception of banishments. This office is also charged with the oversight of the Republic's prisons and negotiation and maintenance of any prisoner agreements during war time, subject to ratification by a simple majority of the Senate.

III. The Consiglio shall watch over the Senate.

  • The Consiglio shall be comprised of the currently sitting Dukes of the realm, with the Doge presiding.
  • The Consiglio shall be responsible for oversight of the Senate and rule upon any questions of Constitutional law that should arise therein on a simple majority vote.
  • The Consiglio shall possess the power to veto an act of the Senate should they deem it to be in violation of this Constitution or otherwise detrimental to the Republic. This must be done by a simple majority vote. The Senate may override a veto by a 2/3 majority vote of the Senate.
  • The Consiglio must approve of all banishments by a simple majority vote.
  • The outcome of a tied vote of the Consiglio shall be decided by the Doge, who otherwise does not vote.

IV. Elections and Appointments.

The Senate

  • New Senators shall be elected by a simple majority of the nobility of the Republic.
  • No Senator shall possess hereditary rights or claims to the regions they represent.
  • A Senator who loses his position due to circumstances beyond his or her control may be reappointed at the discretion of the ruling Duke.
  • A Senator deemed to be unfit for office may be subjected to recall upon a unanimous vote of the Consiglio. A recalled Senator must step down from office, but may run again in the subsequent election. If re-elected, the Senator may not be recalled again.

The Doge

  • The Doge shall be elected by a simple majority of the Senate every three months.

Other Council Offices

  • The other three Council Offices shall be elected monthly by a simple majority of the realm's nobility.
  • A Councilor who loses his position due to circumstances beyond his or her control may be reappointed at the discretion of the Doge.

Dukes

  • Dukes shall be appointed by the Doge with the advice and consent of the Senate. Nominations will be submitted to the Senate by the Doge and accepted on a simple majority vote.
  • The Doge shall be solely responsible for oversight of the Dukes and may call for the abdication of a ruling Duke. This will initiate a vote in the Senate which shall require a 2/3 majority to pass.

V. Amendments to the Constitution.

  • A proposed amendment shall be introduced to the Senate like any other law but must be passed by a 2/3 majority vote.
  • The proposed amendment must then pass a simple majority vote of the nobility of the Republic.
  • The Consiglio may not veto a proposed amendment.
