The Constitution of the Grand Duchy of Fissoa

In order to address the lethargy, inefficieny and improvidence that has dawned upon the realm with the passage of time with relatively little challenge. Power will be redistributed in more simple format that both allows actions to be undertaken while keeping the power of each position in check. The aims of this constitution are as follows:
- To re-establish the Grand Duchy of Fissoa as a properly functioning "Grand Duchy"
- To ensure the governments ability to meet the needs of the nobility
- To bring about greater transparency between the council and the public via the simplification of the government
- To ensure the long-lived prosperity of the Grand Duchy in a new age

Article 1

The ruler of the realm shall be named "Lord Protector" and he will balance the power of the Grand Duke of Fissoa, offering both rulership to the people and foreign policy direction for the realm. He will be elected once only by the nobility and is granted the following powers:
- To appoint the Grand Duke, Dukes and lords of imperial regions.
- To select the High Marshal and the Lord Treasurer.

Article 2

The duke of Fissoa will be the "Grand Duke" and will help the Lord Protector govern the realm. It is preferrable that a royal is appointed to this permission to further legitimise this role but it is not a requirement. The Grand Duke has the following powers:
- To appoint lords within his duchy.
- To oppose the Lord Protector.

Article 3

When a decision made by Lord Protector is contested by the Grand Duke, the two must come to an agreement. If this cannot be done, then a referendum involving all lords of the Grand Duchy. The following must happen the referendum to pass:
- A simple majority.

Article 4

The High Chancellor will be elected quarterly. The Grand Duchy is law is subject to the will of elected judge except in the following issues:
- All points raised in Grand Duchy law regarding commoners.
- An absoloute respect for traditional hierarchy which separates knights, lords, dukes and royals.

Article 5

Voting will be arranged in a representative fashion where only lords will vote but with their voting power in proportion to the number of knights in their service. This is so for the following reasons:
- A greater demand for knights so that lords have a greater incentive to care for their knights.
- A greater emphasis on the hierarchy.
- New nobles cannot upset the balance of the realm in the case of sudden immigration.

Article 6

The Council of Lords will express the will of the lords and their respective knights. They will decide on the following things:
- Various sections of Grand Duchy law that requires their vote
- The official official recommendation for new lords, although this can be ignored.
- The Lords can also start a referendum to force the Lord Protector to step down. 2/3 votes are required. Referendums that fail to reach a simple majority can be considered acts of dissent and the instigating lords can be banned for treachery.
