Article I: The Republican System
- A. The Republic of Barca was founded as a republic and should remain a republic.
- B. The Republic is governed by the Senate, as defined in Art. II.
- C-1. The Republic her Magistracy consists of a Ruler (Suffete), Judge (Lord/Lady Justice), General (Boetarch) and Banker (Grand Rab).
- C-2. The Magistracy is elected annually [1].
- C-3. The nobility of Barca has the right to vote for the Magistracy. All votes are equal.
- D. The Suffete is the head of the Republic, the leader and the voice of the Senate and responsible for the diplomacy of the Republic.
Article II: The Senate
- A. The Senate, lead by the Suffete, is the ruling class of the Republic of Barca.
- B. The Senate is the Legislative authority of the Republic.
- C. The Senate consists of the four Magistrates, the Duke(s) and local Lords/Senators, to be named Senators.
- D. Each Senator has one vote. All votes are equal.
- E. The Magistracy execute the will of the Senate on a national and international level.
- F. The Duke(s) and local Lords/Senators execute the will of the Senate on a regional level.
- G. The Senate is responsible for controlling the execution of their decrees.
- H-1. Dukes and local Lords/Senators are elected for life.
- H-2. However, losing your title, due to any possible cause, does not automatically extend you the right to that title in the future.
- I. The nobility of Barca has the right to vote for local Lords/Senators. All votes are equal.
- J. The Senate has the right to vote for Dukes, and overwrite Art. II, Sect. I by voting for a local Lord/Senator if the election is too important, to be defined by the Senate.
Article III: The Consilium Militaris
- A. The Consilium Militaris is the military council of the Republic, and the advisory council of the Boetarch.
- B. The council consists of the Suffete, Boetarch, all army sponsors, marshals and vice-marshal, and advisors of the Boetarch.
- C. The council is responsible for advising the Boetarch, and enforcing the military hierachy.
- D. The Boeatch is responsible for the defense of our Republic by commanding our military.
- E. The Senate has the right to protest the actions of the Boetarch, but does not decide the course of action in military affairs.
Article IV: The Judicature
- A. The Lord/Lady Justice is responsible for enforcing the law in the Republic.
- B. The legislation is constructed by the Senate. New laws require a majority support within the Senate.
- C. Modifications to the constitution require a 2/3 support within the Senate.
Article V: Trade & Food distribution
- A. All local Lords/Senators are responsible for feeding their citizens.
- B-1. All Dukes have the exclusive right to buy food from their Duchy.
- B-2. If a local Lord/Senator want to sell his food to another Duke or realm, they need the permission of their Duke.
- C-1. The Duke has the right to export the food, however is not allowed to sell it for more than 45% profit.
- C-2. The Duke has the right to import food at any prize.
- D-1. The Grand Rab must always be notified of the import and export of food.
- D-2. If nessecary, the Grand Rab has the responsibility to mediate between the supplier and the buyer, be it national or international.
Article VI: Religion & Culture
- A. The Republic of Barca values the freedom of religion, and any noble is free to adhere to any faith that has not been banned by the Senate.
- B. Preaching and construction rights for religions are regulated by the Senate.
- C-1. Religious and cultural buildings, such as temples and guildhouses, are protected by the Republic.
- C-2. A local Lord/Senator needs permission of the Senate to close the religious our cultural building.
