Prince of Pian en Luries and Grand Master of the sovereign Order of Saint Iestyn.




Following the abolition of the office of Royal Arbitrator in light of separate instances of criminal negligence, sedition and high treason by three bearers of said office, an investigation into the legacy of the office was undertaken by the Royal Inquisitor. Having found several inconsistencies and falsehoods among the documents left in the wake of Judicial reforms, efforts were made to correct any confusion caused by the continued existence of these documents.

To lay the corrupted legacy of this once noble office to rest once and for all, Lurian law and custom has been reviewed and reformulated in the following Dooms, collectively referred to as the Lurian Code.


The Lurian Code

The rulings contained herein are to be interpreted as definitive and binding to those to whom they apply. The investigation and prosecution of violations of this code shall be the exclusive domain of the Royal Inquisitor and such assistance as may be assigned to him by the Crown.

Rulings on lesser infractions against Common Laws not included in this Codex shall be handled at the discretion of the Royal Inquisitor as they occur. The status of the violated Law shall be reviewed depending on the severity of the crime, and a violation of sufficient magnitude shall be cause for the introduction of a Common Law into this Codex for future reference.


Hierarchy

As all temporal authority is, and must be, ultimately derived from the Gods , so shall all noble Authority within the Lurian Empire be derived from the Sovereign. Without connection to the Sovereign through oath, Duchy or lineage, titles are void of legal status and may be revoked at the Sovereign's discretion.

No distinction shall be made between oaths offered to the Sovereign directly and those offered by proxy through those Lords who are beholden to the authority of the Crown, so long as an unbroken chain of allegiance is maintained. Oaths held by those Lords who fall into disgrace become void, and the subjects of this oath shall be freemen once more, to be held accountable for their own actions.


An oath is defined as a legally binding contract between two parties in which mutual privileges and obligations are established.

An oath of allegiance is defined as an oath in which a Lord offers service to the Sovereign in exchange for recognition of title, likewise in which a nobleman offers service to a Lord of the realm in exchange for the privileges of Knighthood, as well as any additional privileges that may have been negotiated.

An oath may be declared void by default, subject to review by a Royal Court. Default is defined as the failure by the individual accepting an oath to adhere to the obligations imposed upon him by said oath. An oath of allegiance shall also be declared void should the chain of allegiance to the Sovereign ever be broken.

Violation of an oath not legally declared void shall be considered a criminal offence of the highest magnitude, and the sentence shall reflect the severity of the crime.

  • High Treason shall be punishable by exile under penalty of Death.
  • Petty Treason shall be punishable by exile under penalty of Deportation.
  • Violations other than treason shall be decided at the discretion of the Court.


Sedition is defined as any attempt to undermine the authority of the Crown or deny the Divine Mandate upon which it rests. It shall be treated as a crime of high magnitude, and punished according to the severity of the offence. 


Conduct

Any individual is expected to conduct himself in a manner appropriate to his station at all times. Inappropriate conduct shall be met with sanctions appropriate to the severity of the offence.

Any individual is expected to show proper deference to those placed above them in the feudal hierarchy of the Realm.


Special provisions are made for conduct in wartime:

  • Orders from Royal Officers in charge of a Military campaign are to be followed at all times. Insubordination shall be met with a punishment to reflect the severity of the offence.
  • The expectation of proper conduct shall apply in wartime as well as in peacetime. The manner in which we conduct war reflects upon us as much, if not more, than the manner in which we conduct politics.
  • Pillaging of the countryside or any similarly disruptive actions shall only be acceptable when authorized by the Crown.


A Duel is an affair to be settled between two individuals, and no laws shall be made to regulate such events in peacetime.

  • Any Duel challenge in wartime is valid only with the consent from the challenger's Liege Lord.

Common Law

Any crime shall be punishable in full regardless of success or failure. Incompetence shall not excuse a corrupted soul, and cowardice shall not excuse a corrupted mind.


  • Murder shall be punishable by exile under penalty of Death
  • Disturbance of the Peace shall be punishable by a fine appropriate to the severity of the offence, except in such cases where the Crown deems the offence of sufficient magnitude to warrant formal proceedings.
  • All manner of foul witchcraft and sorcery, as well as association with Daemons of any kind shall be punishable by exile under penalty of Death.

By Order of Her Majesty, Alanna Anaris, Queen of Pian en Luries, the sovereign Order of St. Iestyn, represented in person by His Most Eminent Highness, Drystan Bellator, is granted Allodial rights to all lands, assets and estates it holds. This includes, but is not limited to, the privileges of levying taxes, maintaining the peace and appointing its own magistrates.
