Lurian Empire

The Lurian Empire was created in summer of 2012 by the signing of the following treaty by Pian en Luries, Luria Nova, Solaria, and Luria Vesperi.

Lurian Imperial Charter

1. Emperor

Position: Symbolic Head of the Empire
Way of Ascension*: Duel
Seat: The Emperor holds the right to move into the Imperial Palace (estate) in Askileon (non-obligatory but it may not be occupied by anyone but the Emperor)
Function:
  • Ceremonial
  • Seat on the Imperial Council
Term**: Life

2. Imperial Chancellor

Position: Head of the Imperial Council
Way of Ascension*: elected by the Lurian Rulers
Seat/Function:
  • Mediate between the various Kingdoms
  • Head of the Imperial Council
  • Holds the deciding vote in case of a tie.
Term**: Life.

Way of Ascension

1. Emperor:

He needs the endorsement of at least one Lurian King or Duke
He needs to have been in Luria longer than 250 days.
He needs to have beaten the former Emperor in a duel till surrender. If the former Emperor so wishes, he can challenge the victorious Emperor to a duel to death if his challenge is accepted by the Lurian Council

2. Imperial Chancellor

The Imperial Chancellor is nominated by at least one Lurian ruler.
The Council - comprised of the rulers and their representatives or the emperor - debate their candidates until they come to a 2/3rds majority.
If no such majority is reached after three votes, each vote lasting one week, the voting is opened to Duke and lords of the Lurian realms, only a simple majority is required in this case.
Only Dukes and Lords are eligible for Imperial Chancellor.
No Lurian ruler may run for the position of Imperial Chancellor.

Term

1. Emperor

The Emperor reigns as long as he is undefeated in single combat.
If he were to be defeated by a valid challenger (see Way of Ascension), the challenger takes his seat.

2. Imperial Chancellor

The Imperial Chancellor can only removed from power by the Council with a 2/3 majority (barring the Imperial Chancellor from the election). Should a majority be reached, yet not with 2/3 of the votes, the voting is opened to Dukes and lords of the realms. A 2/3 majority is also needed amongst them to depose the Imperial Chancellor.

Ruling body of the Empire.
Head: Imperial Chancellor
Full Members: Imperial Chancellor, rulers of all the Lurian Kingdoms (and their representatives) and the Imperial City, Emperor. (votes cannot be cumulated)
Spectators: Government Members

Lurian Empire

1. The Lurian Empire consist of the realm of Luria Nova, Solaria and Pian en Luries.

  • The realm of Luria Nova consist of Santoo, Orz, Outer Giask, Grodno, Cadier, Mellifera, Irvington, Maf, Herle, Giask and Askileon.
  • The realm of Solaria consist of Mattan Dews, Girich, Axewild, Lupa Lapu, Dantooine, Nid Tek, Askileon Purlieus, Poryatu, Poryatown, …….
  • The realm of Pian en Luries consist of Shinnen, Shinnen Purlieus, Sulorte, Smokey Hills, Vaal, Moon Bay, Aveston, Thar Gortauth, Garuck Udor.

The Imperial Council

1. The council:

Head: Imperial Chancellor
Full Members: Imperial Chancellor, rulers of all the Lurian Kingdoms and their representatives. (votes cannot be cumulated)
Spectators: Government Members

3. Voting procedure

  • All full members have one vote
  • The High Chancellor has the right to call a vote
  • A two-third majority is required for a vote to pass

4. When the Lurian Council issues an edict, the matter will be referred to the relevant Small Council, which shall be responsible for the manner of its implementation and execution.

  • Matters concerning war and the armies shall be referred to the small council of arms.
  • Matters concerning judicial action and the reconciliation thereof between the federated realms shall be referred to the small council of law.
  • Matters concerning trade, commerce, and infrastructure shall be referred to the small council of commerce.
  • Small Councils shall be required to answer the summons of the Lurian Council to report on the progress toward implementation of an edict.

5. War

  • If a foreign realm declares war upon one of the realms of the Empire, all other realms are obligated to provide full support.
  • If the Imperial Council declares war upon another realm, the entire Empire is obligated to join it.

6. Imperial banishment

  • In the case of crimes against the empire a noble can be banned from the realms forming the Empire.
  • A two-third majority is required in the Imperial Council in order to issue such ban.

7. Food

  • Realms are obligated to offer their food surplus to the empire.
  • The price of food is limited to 40 gold per 100 bushels.

8. Halls of luria

  • The halls of Luria are used for communication
  • All realms are obligated to construct and maintain a guild house in each city and townsland the realm controls
  • Nobles are obligated to be part of the halls in order for advancement in the realm.
