From this day forth, what has previously be an unnofficial system shall be officially mandated and run by the Kingdom of Irombrozia. What has been known in previous times as the Academy system shall henceforth be named the Royal Schools of Irombrozia, to be funded directly from local taxes of regions.

These schools shall teach to all those who can afford their services among the First and Second Estates, as well as to those who show great aptitude. At the age of 10, all children shall be tested for mental ability. If they bear substantial enough intelligence, or if the gap is covered by sponsorship of patrons, then they shall be given an otherwise free education.

These students shall not be taught a trade, for they are to aspire above that. They shall be taught in history, literature, the arts, religion, and rhetoric. Their teachers shall come from as diverse a background as possible to achieve in the area. Teachers already in this system shall be kept. Those within this system shall be raised up as an educated class to aid in the developement of the Kingdom of Irombrozia, and to bullwark the Second Estate, thus strengthening the nation.

A second educational reform shall also be set in place. Henceforth, any priest operating within Irombrozia shall be required to be literate, and to aid in the education of the peasantry in reading and writing on at least a basic level, so that they may be kept informed most easily. In this manner, Irombrozia shall strengthen it's First Estate by educating them, thus making them more skilled workers. Members of the First Estate shall also be encouraged to form workers guilds to control the prices of their goods, and the quality.

A third educational reform shall also be set in place. All noble children shall be educated from as early as possible by the state, if not by the family, in all the proper topics of nobility. Not only this, but minor local nobility shall be specifically groomed from an early age for their tasks, and if they show ineptitude early on, shall be shifted to a different area or exact job where they may be of best use to the Kingdom of Irombrozia. Naturally, all noble-born students shall be educated at or above the level of the Royal Schools of Irombrozia.

For the teaching of literacy and history, the following documents shall be used as textbooks:

It is hoped that, with this curriculum, students will become adept readers, and also be able to see the world's many viewpoints and understand them. Yet, documents have, largely, been selected with the intent to reinforce the principles we in Irombrozia hold dear, principles rooted in such documents as our Constitution, the Seven Slabs of Melhed, and the Articles of Independence of the Republic of Fwuvoghor. For fairness, we have included a newspaper from Fronen to balance out the Free South Times, as well as two Riombaran-authored works. Also, naturally, the largest written volume in Beluaterra, the Tome of Wars, is included as an influential document in Irombrozia, and in the literary community and religious world. Lastly, we have the only book written by our deceased King still with us today, thus it, naturally, must be included in the curriculum.

Signed, -Hireshmont, King of Irombrozia, January 29, 1007
